Job SummaryBurten Bell Carr Development Inc. is looking for a Real Estate Development Manager to lead our growing Real Estate Development department. This Manager would be responsible for setting department policies and procedures and contributing to business wide strategies. The Real Estate Development Manager will interface with government agencies, architects, consultants, as development projects evolve to and through construction. They will also supervise and coach department staff, assigning and evaluating projects, tasks, and overall performance.

Real Estate Development Strategy
- Identify and evaluate opportunities for residential, commercial, and mixed-use development within BBC's service area.
- Conduct market analysis and feasibility assessments to determine project viability.
- Develop and maintain project pipelines aligned with BBC's strategic priorities.
- Support long-term neighborhood development strategies in coordination with community partners.
Site Acquisition & Development Structuring
- Identify and evaluate potential development sites.
- Lead negotiations related to land acquisition, purchase agreements, and development partnerships.
- Coordinate due diligence activities including title review, zoning analysis, environmental assessments, and financial feasibility.
- Structure development deals including joint ventures, public-private partnerships, and strategic acquisitions.
Financial Analysis & Development Financing
- Develop and manage financial pro formas for development projects.
- Identify and secure funding sources including:
- Grants
- Public subsidies
- Tax credit programs
- Government funding programs
- Philanthropic investments
- Prepare and manage funding applications for development initiatives.
- Oversee financial structuring of projects utilizing tools such as:
- LIHTC
- HUD programs
- HOME funds
- Tax-exempt bonds
- Local development incentives.
Project Management & Construction Oversight
- Manage development projects from concept through construction and project completion.
- Coordinate with architects, engineers, contractors, and consultants to advance project design and implementation.
- Oversee permitting, zoning approvals, and regulatory compliance processes.
- Monitor construction progress, budgets, and schedules as owner's representative.
- Ensure projects meet performance, financial, and community impact goals.
Government & Community Relations
- Build and maintain relationships with:
- City and county officials
- Community stakeholders
- Funders and philanthropic partners
- Development partners and investors.
- Represent BBC in development discussions with public agencies and neighborhood groups.
- Advocate for project approvals, funding allocations, and development incentives.
Resource & Partnership Development
- Cultivate partnerships with financial institutions, development partners, and funding agencies.
- Lead or support fundraising and grant development for real estate initiatives.
- Coordinate with internal teams on cross-departmental initiatives involving economic development, housing, and community programming.
Team Leadership & Department Support
- Provide leadership and direction for development staff and consultants.
- Collaborate with executive leadership on department planning, budgets, and development priorities.
- Support the growth and structure of BBC's real estate development department.
Starting at $75,000 annually. Full-time, exempt position with Health/Vision/Dental/Life Insurance & 401k matching.
