BILLING SERVICES ANALYST (OPEN)

SALARY

The prevailing salary for this position as established by Ordinance of the Council of the City of Cleveland is $33,820.80 – $84,184.54 per year

EXAMINATION INFORMATION

Experience evaluation consists of a quantitative evaluation of an applicant’s academic training and experience pertinent to the classification for which an examination is taken, based on the statement of experience as recorded on the candidate’s application and on academic training based on required credentials.

DUTIES
  • Under general supervision, analyze and monitor all aspects of water and wastewater utility billing to ensure accurate and timely bills are sent to customers.
  • Handle complex billing issues requiring extensive research and analysis, including billing system exceptions and adjustments.
  • Review the set‑ups of accounts and rate structures.
  • Perform various types of mathematical calculations utilizing units of measure, decimals, and percentages according to those rate structures and billing practices.
  • Manage large, complex commercial accounts and act as a liaison between the large commercial customers and the Cleveland Division of Water.
  • Utilize Customer Care Billing (CCB) System as well as meter reading software applications.
  • Serve both internal and external customers and follow up once issues are resolved.
  • Perform other job‑related duties as required.
MINIMUM QUALIFICATIONS
  • Bachelor’s degree in Business Administration or a related field from an accredited four‑year college or university.
  • Three years of full‑time paid experience in a customer billing environment; prior experience working in a utility billing environment is preferred.
  • Substitution:
    Two years of any equivalent combination of education, training, and experience may be substituted for each year of college education lacking.
  • Demonstrate intermediate level competency in Microsoft Word and Excel.
  • Advanced analytical, time‑management, verbal, and written communication skills.
SUPPLEMENTAL INFORMATION

Minimum qualifications must be met as of the last day of the filing period unless otherwise stated.

VETERANS’ PREFERENCE

Veterans’ preference will be awarded, when applicable, to eligible veterans in accordance with Civil Service Rules 4.40E, 4.40F, and 4.40G. Proof of active service or a DD Form 214 must be presented to the Commission at the time of filing the application for the examination in which credit is sought to qualify for veterans’ credit. If the applicant has received an honorable discharge or a general discharge under honorable conditions, the applicant shall receive an additional five (5) points added to their raw score on the examination;

or ten (10) points are added if supporting documentation indicates more than fifteen percent (15%) service‑connected disability.

Only DD Form 214 (long form) or an official armed service document indicating type of discharge or separation and dates of active service will be accepted as proof of active service.
