• Conduct exterior property surveys and neighborhood outreach in assigned areas and meet program targets, including at least 2,000 residential surveys. Provide and document resident services, including at least 400 referrals, 150 application assists, 200 housing action plans, and 30 outcome interviews, as assigned.
• Identify housing concerns, refer properties or residents to appropriate City departments and partner programs, and track available inspection, repair, and improvement information.
• Conduct at least four resident or landlord workshops each program year and participate in community meetings, events, outreach, and required Community Engagement Specialist cohort activities.
• Enter accurate and timely data in City-designated systems; maintain organized program records; and submit monthly reports and supporting documentation.
• Collaborate with BBC staff, the City CES Manager, Council members, residents, landlords, and community partners; complete required training; and perform other related duties.

• $50,000 per year for this full-time (40 hours/week), non-exempt position.

High school diploma or GED required. A bachelor's degree in social work, urban planning, public affairs, communications, or a related field is preferred.

At least one year of experience in community engagement, community building, or social services — or one year of paid experience in construction, remodeling, contracting, estimating, building inspection, or property management.

Proficiency with data collection, computers, tablets, Microsoft Office, and web-based reporting systems. Experience with Smartsheet or similar systems is preferred.

Strong organization, documentation, communication, problem-solving, and relationship-building skills, with the ability to manage a high-volume field workload and meet measurable deadlines.

Ability to work independently and as part of a collaborative cohort with BBC staff, City personnel, elected officials, community partners, residents, tenants, and landlords.

Valid State of Ohio driver's license and required automobile insurance. Reliable transportation for field work throughout Cleveland is required.

Ability to perform regular outdoor field work, walk assigned areas, use a tablet or mobile device, and work occasional evening or weekend community events or workshops.

Complete Lead Renovation, Repair and Painting Program certification within six months of hire and complete other City-required training in exterior home assessment, lead hazard identification, community engagement, and data reporting.

Commitment to Cleveland neighborhoods, resident-centered service, patience, cultural responsiveness, and ethical handling of participant information.

This is a full-time, non-exempt position averaging 40 hours per week. Work hours vary based on required meetings, workshops, and community events. Evening and weekend work is required as program needs dictate.

Local travel and field work throughout Cleveland account for approximately 75% of work time. Use of a personal vehicle may be required.

The position requires outdoor work in varying weather; extended walking and standing; navigating stairs, uneven ground, and residential areas; bending and reaching; lifting or carrying up to 25 pounds; and regular use of a computer, tablet, and telephone.

The Community Engagement Specialist works in assigned Cleveland neighborhoods to support the City of Cleveland's Healthy Homes Initiative. The role includes identifying housing conditions, building trust with homeowners, tenants, and landlords, connecting residents to resources, helping with applications and paperwork, and keeping accurate records of activities and outcomes. The Specialist conducts exterior property surveys and community outreach only and does not have City code-enforcement authority.
