Position: PROGRAM MANAGER II (NC26013/538205) State Systems Improvement Director

Introduction

This is a non-competitive contractual position with limited State of Maryland benefits.

The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. The Division of Homeless Solutions leads the state's interagency strategy, policy, and initiatives to prevent and end homelessness for all Marylanders. Its work includes leading the Maryland Interagency Council on Homelessness, facilitating cross-sector collaborations with government, nonprofits, philanthropic and other strategic partners, administering grant funds and technical assistance to local governments and nonprofits, and serving as the HUD-designated lead agency for the Balance of State Continuum of Care.

The Division coordinates funding, data collection, performance management, client assessment, and housing referral systems across nine rural and suburban counties.

Grade and Salary

Grade: 20
Salary range: $41.22 – $44.49 per hour, with potential for advancement up to $64.22 per hour based on qualifications, equity, and hiring guidelines. Initial salary offers are typically below $44.49 per hour.

The DHCD headquarters is located in Prince George's County, across from the New Carrollton Metro Stop.

Position Duties

Program Manager II, State Systems Improvement Director (SSID) reports to the Senior Policy Officer. The SSID directs statewide efforts to improve local‑level homeless service coordination, data collection, and usage. The SSID works closely with staff and leadership of Maryland’s 10 Continuums of Care (CoC’s) to advance their reporting and measurable reductions in homelessness, provides technical assistance and training to Maryland CoC’s, and facilitates peer‑learning opportunities.

The position also produces reports, updates, presentations, and recommendations for the Division’s leadership team.

Minimum Qualifications
  • Education: Bachelor’s degree in Public Administration, Social Work, Urban Planning, Housing, Human Services, Business Administration, Public Policy, or a related field.
  • Experience: Six years of administrative or professional experience administering, managing, or coordinating housing, homelessness, community development, or human services programs.

Notes: Candidates may substitute additional administrative or professional experience on a year‑for‑year basis for the required education; may substitute additional job‑related education at thirty credit hours for each year of experience for up to two years of the required experience; may substitute U.S. Armed Forces military service experience in program management, business and industry classification, or business and industry specialty codes in the housing management field of work on a year‑for‑year basis for the required experience and education.

  • Experience managing homeless services and Continuum of Care (CoC’s).
  • Experience managing state or federal grants as a director or sub‑recipient.
  • Experience as a supervisor, team leader, or program manager related to staff, contracts, budgets, and data analysis.
  • Experience working with youth or adult homeless services (may be substituted with lived experience of homelessness).
