Main Purpose of Job

This position serves as the Supervisor of the Death Benefit and Refund Processing Team of the Benefits Processing Unit. In this role, the incumbent provides direct supervisory oversight and collaborates closely with the Unit Director, and Deputy Director to develop and implement policies and procedures. The incumbent is responsible for planning, organizing, assigning, reviewing, and approving the work of staff, while offering guidance on resolving administrative issues related to the maintenance of participant data.

These duties are carried out in accordance with plan rules and regulations, federal and state pension and tax laws, Board of Trustee policies, and other authoritative guidelines. Additionally, the incumbent establishes goals and deadlines, monitors unit workflow, and ensures operational efficiency.

The incumbent is responsible for hiring, training, counseling, and disciplining staff, as well as ensuring timely and effective implementation of the Performance Evaluation Process. The incumbent also coordinates leave and ensures adequate staff coverage within the unit. Additionally, the incumbent collaborates with the Unit Director and Deputy Director to develop short‑and long‑term operational and resource plans for the Team.

The incumbent exercises sound judgment and discretion in interpreting and applying new and existing laws and regulations to develop and implement effective solutions, ensuring compliance with pension law, as well as federal and state tax laws. This includes contributing to procedural development and documenting deficiencies in automated legacy systems. The Supervisor also evaluates operational efficiency and is responsible for developing, revising, and recommending new policies, standards, and workflow procedures to improve Team performance.

The Death Benefit and Refund Processing Team Supervisor is responsible for overseeing death benefit claims from beneficiaries, manages the tracking database, issues lump sum payments to beneficiaries, establishes retirement accounts for beneficiaries who are due a lifetime benefit, and processing incoming refund requests. Processing death benefit claims includes determining what benefits are payable, mailing of claim packets after determining the correct beneficiary or beneficiaries, reviewing incoming claim forms, returning incomplete claim forms, and calculation and initiation of lump sum payments and/or annuity payments.

The incumbent also manages the deceased telephone line to ensure proper coverage by staff and oversees dissemination of information related to death benefits.

Responsibilities related to refunds include overseeing the tracking database for incoming refunds, approving refund payments to former members, and researching accounts on the miscellaneous transaction journal. Processing refunds includes reviewing incoming application forms, returning incomplete application forms, and payment processing.
