Key Responsibilities- Assist the Manager of the department in dissemination and implementation of administrative policies and procedures related to personnel, budget, finance, payroll, purchasing and other administrative matters.
- Update and implement changes of all departmental personnel records, including completion, submittal and follow‑up of necessary MWRA forms; supervise, input and maintain timekeeping and payroll data for the department.
- Schedule and prepare personnel hiring, benefits, salary increases and/or promotion documents; refer managers and employees to union contract provisions, HR policies and procedures; direct complex issues to HR Labor Relations.
- Assist with the planning and implementation of MWRA outreach efforts, including meetings, conferences, facility tours and related workshops.
- Develop and maintain department database management, spreadsheet filing systems, and all departmental files as required.
- Purchase departmental supplies and monitor expenses; compile and review spending reports.
- Maintain Director's/Manager's schedule and appointments and provide required administrative support.
- Respond to public information requests.
- Review and prepare monthly accrual information and input into computer systems.
- Receive and distribute mail; compose routine correspondence.
- Perform related duties as required.
- An associate's degree in any field.
- At least three (3) years of related experience in personnel, payroll, procurement and administrative policies.
- Any equivalent combination of education or experience.
- Must have successfully completed the MIS and professional development‑related ACP requirements for this position; if no qualified ACP certified applicant applies, the selected candidate will have 6 months to complete the ACP program.
- A driver's license is required.
- May be eligible for up to two days/week telework after an initial waiting period.
- Demonstrated skills in Microsoft Word, Excel, Access, PowerPoint, and Outlook are required; knowledge of financial software programs is highly desirable.
- Knowledge of MWRA Administrative Policies and Procedures, including hands‑on experience with payroll and personnel processing.
- Ability to work with minimal supervision in a fast‑paced environment.
- Strong organizational, verbal, and written communication skills.
Office machines as normally associated with a professional office environment, including telephones, personal computers, word processing and other software, email, video conference applications, copiers, scanners and fax machines.
Physical DemandsThe employee is regularly required to use hands to finger, handle, feel or operate objects, tools or controls and reach with hands and arms; frequently required to sit and talk or hear; occasionally required to walk, stand, climb or balance; must frequently lift and/or move up to 10 pounds and occasionally up to 50 pounds. Specific vision abilities required include close vision, distance vision, depth perception, peripheral vision and the ability to adjust focus.

The work environment is an office setting with a moderately quiet noise level.
Supervision Received and ExercisedWorks under the general supervision of the Department Director or Manager; may exercise supervision over an intern or entry‑level clerical personnel.
