Performs administrative and operational management of a recreation center providing varied programming and a swimming pool, and performs professional recreational events planning and implementation.
Distinguishing Features of the ClassAn employee in this class is responsible for planning, organizing and managing a recreation center and programs and summer swimming pool program and supervising full and part time staff in the planning and implementation of the programs. Work includes developing center policies, standards and procedural manuals, administering the programs and planning special events for the department. Work involves budget development and management, personnel management and purchasing responsibilities.
Management of the pool requires the employee to maintain varied certifications, and involves ensuring pool maintenance and chemical balancing, safety training, staffing and training of lifeguards and winterizing at the end of each season. Sound judgment, discretion and initiative are required in the performance of all duties. Frequent public contact requires tact, diplomacy and at times firmness in handling staffing or participant situations.
Work is subjects to inside and outside environmental conditions, noise, vibration, hazards associated with recreation and pool operation work, fumes, odors, dust, mists and oils. Work is subject to OSHA regulations on blood borne pathogens. Work is performed under the general supervision of the Parks and Recreation Director and is evaluated through review of records and reports, conferences, and by an appraisal of the cost and quality effectiveness of results.
Duties and Tasks
- Develops and recommends goals and objectives in keeping with department and city goals; develops and recommends center policies, procedures; develops various operating standards and procedures into manuals including a detailed safety manual.
- Develops and recommends facilities’ annual budget including repairs and maintenance of the center building, the pool and related equipment, staffing and programs; monitors and manages expenditures; approves expenditures and requests budget amendments as needed.
- Manages special events for the recreation department i.e. July Fourth Celebration, Halloween in the Park, Annual Easter Egg Hunt, etc.; plans and coordinates implementation with department staff and other city departments; plans event budget, and manages expenses and receipts.
- Manages the swimming pool and aquatics program; prepares pool for opening and winterizing for closure; coordinates restorations and maintenance of the pool motors and shell, cleaning pool, pool house, pump room, chemical room and office area, and painting; inventories and orders chemical and other pool supplies, and conducts safety checks; ensures pool meets safety requirements and codes for the health inspector and liability for the City.
- Trains or schedules training for lifeguards; trains in life saving techniques; conducts or arranges for First Aid, CPR/AED training for center and department staff annually.
- Writes the Emergency Action Plan, posts and trains all staff; ensures implementation of safety standards, state and local safety and heath regulations, and departmental policies and procedures; develops and implements specific center facility policies and procedures.
- Oversees promotion and marketing of the programs within the center and the swimming pool.
- Supervises full and part time personnel; screens and recommends hiring of fulltime staff, and hires part time staff; ensures and provides proper training; monitors work, counsels, motivates and evaluates work; and initiates disciplinary action; writes and monitors contracts with instructors; recommends dismissal.
- Performs varied administrative tasks; writes various reports; initiates purchase orders for supplies and equipment and check requests; reviews revenue reports, program schedules; meets with staff and communicates updates; assists participants in signing up for programs, accepting fee payments and writes receipts; secures cash overnight; handles recreation insurance issues; creates forms to necessary for effective and efficient administration.
- Ensures positive public relations efforts through interactions with the public, answering questions, providing accurate information, handling complaints and concerns of participants and the general public, and building relationships and rapport with participants through regular interactions.
- Makes public appearances at local civic groups, churches, and neighborhood meetings to provide information on the center and its services, programs and activities; visits schools and principals regularly.
- Oversees and ensures customer service, building and pool security and coverage on nights and weekend shifts as well as normal daily hours.
