BASIC FUNCTIONS:
  • Provide the public with licensing and registration for all types of motor vehicles and trailers, including those required by the Department of Natural Resources; perform driver’s license and ; perform clerical and cashier duties related to such licensing.
ESSENTIAL FUNCTIONS:
  • Licensing for Motor Vehicle, Driver’s License and Department of Natural Resources (DNR)
  • Process routine applications for title transfer, corrections, renewals, new purchases and a variety of other situations for motorized vehicles and trailers.
  • Process routine applications, renewals, transfers and corrections for all-terrain vehicles, boats and snowmobiles under Department of Natural Resources (DNR) statutes.
  • Process routine driver’s license, enhanced driver’s license, REAL r’s license, driver’s permit, REAL  Minnesota , including verification of multiple identity documentation types in compliance with state and federal regulations.
  • Perform cashier duties related to transactions.
  • Research routine inquiries for motor vehicle, driver’s license and DNR licensing. Provide appropriate temporary or duplicate documents as needed.
  • Review work for accuracy and completeness.
Communication with Public
  • Serve as the primary source of information for the public regarding motor vehicle, DNR, driver’s license and  and departmental processes and procedures.
  • Respond to inquiries, inform and educate the public in person and by phone, emails and letters regarding departmental services, processes and procedures, as well as applicable laws and statutes.
  • Serve as liaison with the general public, companies and other government agencies to exchange detailed and/or technical information. Maintain working relationships that are essential to the department.
Administrative Support
  • Communicate with the state via internet, telephone and paper.
  • Perform clerical support tasks related to individual documents received.
  • Enter, verify, review and transmit all daily transaction information and reports to the state, electronically and by paper.
  • Perform accounting functions for daily transactions, including balancing, reconciling, and preparing internal and external reports.
Qualifications

MINIMUM QUALIFICATIONS:
  • Education and Experience:

    High school diploma or equivalent Two (2) years of full-time clerical/cashier work experience with demonstrated heavy public contact. Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.

Notes: U.S. citizenship required to issue enhanced identification cards and drivers licenses. Successful applicant must pass a background check.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
  • Knowledge of general office operating and organization procedures.
  • Knowledge of grammar and spelling sufficient to generate written communication and to interact with the public.
  • Knowledge of cashier and cash management practices.
  • Knowledge of terminology and concepts unique to the assigned department.
  • Strong public relations and customer service skills to deal with the public, resolve issues, effectively manage difficult customers, and explain laws and departmental operations and rules.
  • Strong computer skills with proficiency in Microsoft Office Suite and other office specific software, along with strong typing skills.
  • Skill and ability to operate and troubleshoot office machines, including computerized equipment.
  • Ability to maintain confidential information in accordance with state statutes and county standards.
  • Ability to communicate effectively, courteously and professionally with others in person and over the telephone.
  • Strong ability to work effectively in a team environment.
  • Ability to develop and maintain effective working relationships with supervisors, co-workers, other county staff and members of the public.
  • Ability to make mathematical calculations, computations and tabulations with a high degree of accuracy in order to complete applications.
  • Ability to organize and prioritize work, pay attention to detail and meet deadlines.
  • Ability to compile materials and prepare factual, clear and concise reports, utilizing the appropriate software.
