Provost & Pritchard is seeking experienced Senior and Principal-level Civil Engineers to support incorporated cities through contract engineering services. This is an opportunity to take on meaningful, community-focused work while partnering closely with public agencies.
In this role, you will help guide capital improvement projects from funding through design and construction, provide input on CEQA/NEPA compliance and environmental permitting, and review private development projects within the jurisdiction. You may also participate in regional agency meetings, support the operation of transportation and municipal utility systems, and engage with City Council on key initiatives.
The ideal candidate brings a well-rounded background in water, wastewater, stormwater, and transportation infrastructure, along with an understanding of the unique needs of small cities. Strong communication and relationship-building skills are essential, as this role involves close collaboration with clients and multidisciplinary teams. Experience with feasibility studies, budgeting, design, and construction, along with the ability to problem-solve both independently and as part of a team, is important.
Bilingual Spanish skills are a plus, but not required.
Duties- Serve as the primary contact with city staff and attend in-person public commission, board and/or council meetings on a routine basis.
- Represent the city at regional meetings, as requested by client.
- Lead the planning, design, and construction of transportation, water, wastewater and/or stormwater infrastructure projects, including pipelines, treatment facilities, and storage systems.
- Confirm that all engineering activities comply with federal, state, and local regulations.
- Develop or update improvement standards and drawings.
- Review applications for development, prepare conditions of approval and review developer improvement plans.
- Develop and manage schedule and budgets for capital improvement projects, providing cost-effective solutions without compromising quality or safety.
- Prepare or oversee preparation of financial assistance applications and feasibility studies, coordinating with the regional transportation authority, Caltrans, and/or local, state or federal funding agencies.
- Lead or provide support in administration of construction contracts, including the public bidding and construction.
- Supervise a team of engineers and technicians, providing guidance, support, and mentorship to ensure high performance and professional development.
- Prepare reports, presentations, and documentation related to engineering projects, regulatory compliance, and operational performance.
- Teach and mentor assistant and associate level engineering staff.
- Professional Engineer (Civil) licensed in the State of California.
- 10+ years of experience in public sector or consulting engineering, leading and directing work teams in studies, investigations and designs delivering positive results.
- Minimum 5 years of experience managing projects.
- Minimum 5 years of experience as a primary client contact.
- Experience in planning, design and construction of transportation, water, sewer and stormwater infrastructure.
- Excellent written and oral communication skills.
