Community Outreach, Operations Support Position Summary This is a twelve-month renewable position contingent upon funding.
This position is located at the America's Jobs Center in Clovis, New Mexico.
Full-time positions with Clovis Community College are not remote positions and require a physical presence at the assigned location to fulfill duties and college-related responsibilities.
Under limited supervision, the Workforce Development Support and Assurance Coordinator is responsible for providing operational, fiscal, and compliance support for the Adult and Dislocated Worker programs within Workforce Development. This position supports workforce staff throughout the Eastern Area in completing functions related to workforce grants and ensuring compliance with federal, state, institutional, and Eastern Area Workforce Development Board (EAWDB) requirements.
The position directly supports the Workforce Director in budget monitoring, purchasing, reporting, quality assurance, and operational processes to ensure effective program administration and performance outcomes. This position reports to the Workforce Director.
Duties & Responsibilities Fiscal and Administrative Support Provide comprehensive case management for participants, including assessment, service planning, and follow-up.
Track budget status of workforce grants and funding streams.
Prepare monthly cost forecast reports and assist with strategic budget planning.
Prepare and reconcile payments, third-party billings, and other fiscal transactions.
Prepare requisitions, purchase orders, journal vouchers, and budget transfers to ensure accurate financial recordkeeping and balanced budgets.
Negotiate vendor quotes in conjunction with the Workforce Director.
Assist in gathering documentation and reconciling procurement card (p-card) statements.
Research purchasing and travel regulations and advise workforce staff regarding compliance requirements.
Assist workforce staff in completing travel authorizations and reimbursements.
Maintain records of requests, approvals, and supporting documentation for operational transactions.
Compliance and Quality Assurance Monitor program performance to ensure EAWDB, state, and federal performance measures are met.
Conduct periodic internal reviews and audits of participant files to ensure compliance with Workforce Innovation and Opportunity Act (WIOA) requirements and program procedures.
Conduct data entry audits to ensure accuracy, consistency, efficiency, and compliance across workforce program sites.
Maintain records and documentation of audit reviews and corrective actions.
Communicate audit findings and recommendations to workforce staff and program leadership.
Ensure compliance across multiple funding streams, policies, and reporting requirements.
Compile and submit monthly, quarterly, and annual reports to the Workforce Director and EAWDB Administrative Entity.
Operational and Program Support Develop programmatic and financial tracking tools for field and leadership staff.
Assist the Workforce Director in preparing Service Provider Agreements and other program documentation.
Coordinate and organize workforce trainings, meetings, and events.
Serve as a liaison with internal departments regarding administrative and operational matters.
Issue and track office and program equipment.
Interact with workforce staff to receive requests, gather documentation, and obtain necessary approvals and signatures.
Provide training, mentoring, and guidance to workforce staff regarding compliance procedures, documentation, and quality control practices.
Collaborate with partner agencies to support participant success and service coordination.
Coordinate reporting and communication with partner agencies and One Stop staff as appropriate.
Assist supervisors and coordinators with onboarding and administrative processes related to new staff hiring.
