Job Description
Under general direction of the Flood Commission Engineer Supervisor, the employee is responsible for the administration and supervision of assigned staff and for planning, organizing, coordinating, managing, and supervising design and engineering studies for Flood Commission projects; overseeing NFIP activities; conducting compliance reviews; and performing other administrative tasks to support the department.
ESSENTIAL DUTIESPrepare and oversee Flood Commission projects, including planning, designing, reviewing design work created by staff, preparing bid documents, technical specifications, reports, and studies, overseeing acquisition of property, right‑of‑way, and easements, coordinating inspections to ensure compliance, and managing construction projects (RFPs, procurement, pre‑bid, pre‑construction, change orders, pay requests, and closeout). Provide field assistance through inspections for quality control and data collection, and undertake related special projects.
Conduct flood planning activities, seek funding, prepare funding applications, coordinate projects with local, state, and federal agencies, represent the Flood Commission in meetings regarding flooding, flood control, and long‑range flood plans, and oversee the development and adherence to long‑range flood control plans.
Supervise the Commission’s participation in the Community Rating System (CRS) through FEMA, coordinate and assist in preparing forms, documents, and reports for the NFIP, administer CRS activities, report requirements, and supervise issuance of elevation certificates, base flood elevation determinations, and floodplain determinations.
Supervise compliance review section, reviewing and approving building plans, plats, subdivision, grading and drainage plans, rock wall permits, special use permits, zone changes, variances, and waiver requests; attend meetings to assist staff and the public with compliance reviews.
Supervise assigned staff including Engineers, Engineer Associates, Engineer Technicians, and others; coordinate, prioritize, and schedule work; participate in interviews and selection; mentor and train staff; and ensure procedures and guidelines are followed within the department.
Perform office administration duties, assist with budget development, administration, and tracking; aid in office planning and direction; represent the Commission in meetings and to the public as necessary.
Other duties may be assigned.
QUALIFICATIONS- Education: Bachelor’s degree in Civil Engineering, Engineering Technology, Hydrology, or related engineering field from an accredited four‑year college or university.
- Experience: Minimum of four (4) years experience in engineering and/or surveying work. Prior experience with computers including surveying software, GIS, Arc View, AutoCAD Civil 3D, HEC‑RAS, HEC‑HMS, Flo‑2D, SMS, Culvert Master, and/or Geo‑HECRAS is preferred. Supervisory experience preferred.
- Licenses/Certifications: Must be certified as a PE with the NM State Board of Registration for Professional Engineers and Surveyors. Must obtain certification as a Certified Floodplain Manager (CFM) with ASFPM and/or NMFMA within two (2) years of employment.
- Other requirements: Valid unrestricted Driver’s License; must pass a background check.
SKILLS AND ABILITIES
- Knowledge of principles and practices of civil engineering and surveying; state and local standards for construction and design, zoning, and land use regulations.
- Proficiency with software programs including AutoCAD and related programs; GIS operations; gathering, plotting, and researching applicable information.
- Computer operation, applicable software and general office equipment.
- Ability to organize and prioritize numerous tasks; analyze problems and make recommendations.
- Ability to exercise initiative and judgment, work independently, establish and maintain effective and cooperative working relationships, and recognize matters to refer to a supervisor.
$61,209.66 – $
$7,500 Sign‑on Bonus, and $7,500 after completing one‑year probationary period
