Position Overview

Under general direction, plans, directs and supervises the network operation, projects and programs; conceptualizes, develops, designs, and implements all phases of network design and research projects; performs related work as assigned.

Essential Functions
  • Plans, designs, implements and manages a complex network and interdepartmental information system; ensures policy and procedural compliance, best practices, security, and cost-effectiveness of solutions implemented;
  • Serves as project manager or leads large technical projects; prepares descriptions; defines scope; prepares cost estimates and projections;
  • Develops schedules, procedures, and time lines; prepares network and technology upgrade plans, reviews and approves purchases;
  • Confers with other professional and technical staff; coordinates work with other City departments, outside agencies, contractors, and consultants;
  • Directs projects such as new technology research and testing, system development, disaster recovery, and security; develops and monitors standards for contract administration to ensure compliance with technical security and legal requirements;
  • Prepares RFx documents; reviews proposals; participates in the selection of consultants and contractors; prepares reviews and approves contract documents, reports, plans and specifications;
  • Estimates development costs and time requirements; provides network/server systems services and consultation to a variety of personnel; oversees the development and testing of various types of maintenance and development projects;
  • Reviews and approves progress payments and change orders; reviews contract close out; performs complex network/server systems work, analysis, and technical evaluations;
  • Prepares and submits documents and reports including project reports; documents policies and procedures, establishes guidelines for staff and departments; may monitor, coordinate, and assist in developing a section budget; maintains equipment;
  • Reviews and approves selection and modifications to equipment and systems; develops future operational and maintenance schedules; supervises, trains, reviews and evaluates the work of staff assigned to the network section;
  • Reviews, analyzes, and investigates performance reports and complaints; ensures system availability, security, backup, and recovery for a 24/7 operation.
Qualifications and Experience

Education and/or

Experience:

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example combinations include: a Bachelor’s Degree in computer engineering, computer science, business administration or related field and 10 years professional experience in the field of design, installation, or operation of a network system, including three years supervisory experience. Qualifying experience may be substituted for the required education on a year-for-year basis.

Skills and Abilities

Thorough knowledge of the principles and practices of network system design and management; principles of management and supervision, project development, work planning and organization; budget preparation and control; contract administration and project management and evaluation; theories, principles and techniques of equipment used in the applicable project or activity; methods of systems processes; federal, state, and local legislation relating to network operations and privacy/security issues.

Ability to understand and analyze technical problems; keep abreast of new technology; troubleshoot hardware and software problems; prepare program evaluation, user procedures and reports of work performed; plan, organize, supervise, review, and evaluate the work of professional and para-professional staff; perform difficult research, analyze complex network implementations; evaluate alternatives and recommend effective action; select, train, and motivate staff; establish and maintain effective relations with those in the course of work;

communicate effectively, both orally, and in writing.

Special Requirements

Must possess a valid MCSE or CCNA.
