Job Overview
Sandia National Laboratories is seeking a Manager, R&D Science and Engineering for our Enterprise IT Tools & Services Department (9762). Our department engineers and delivers software-intensive capabilities for Network Information, Cross Domain Solutions, Email Encryption, Endpoint Software Deployment Testing and Software Asset Management.
Responsibilities- Lead software engineering design, implementation, and support teams to deliver the next generation of the Network Information System (NWIS), Cross Domain Solutions (CDS), Deployment Testing, Software Asset Management, and S/PKI Energy Global Directory Services strategies.
- Oversee NWIS;
Sandia's DDI (DHCP, DNS, and IP Address Management system);
Public Key Infrastructure (PKI) program management; CDS;
Integrated Solutions; and other specialized IT products and services. Promote adoption of appropriate, compliant AI-enabled capabilities in the software development lifecycle where they provide clear benefit. - Build consensus and trusted partnerships across IT and Cybersecurity (and other groups at Sandia), often influencing without formal authority, to deliver mission outcomes securely and effectively.
- Represent the department in briefings and presentations to senior internal leaders and external stakeholders (e.g., NNSA/DOE), communicating strategy, risks, and outcomes clearly and credibly.

$163,700 - $278,000
Qualifications Required:- A Bachelor's degree in a relevant discipline and eight (8) years of directly relevant experience, or an equivalent combination of directly relevant education and engineering or scientific experience that demonstrates the knowledge, skills, and ability to perform independent research and development.
- An active DOE Q-level security clearance is required to start; or equivalent, such as SCI or DOD Top Secret. The selected candidate may be required to obtain and maintain additional clearances, including SCI, as needed.
- Two or more years of demonstrated leadership experience.
- A graduate degree in science or engineering (MS or Ph.D.).
- Outstanding interpersonal skills in developing trusting relationships with peers, staff, management, customers, and stakeholders.
- Excellent written and verbal communication skills in the development and delivery of presentations, proposals, reports and documentation.
- Proven ability to lead high-performing teams across multiple organizations, manage staff on large projects, mentor team members, and foster a positive work environment to achieve successful results.
- Demonstrated commitment to employee well-being and a culture where people feel respected, heard, and accountable.
- Experience leading and developing staff across career stages (intern/early career through senior and retirement-eligible personnel), including coaching, mentoring, and succession planning.
- Excellent presentation and communication skills; delivers clear, persuasive presentations and engages in candid, constructive (radical candor) conversations to give and receive direct feedback.
- Extensive experience in software and information-intensive systems, including full lifecycle development from inception to support, and establishing support services and structures for system solutions.
- Proven ability to develop, encourage and implement innovative strategic technical visions, build trusted partnerships internally and externally, and drive technical business development with measurable results.
- Deep understanding of Sandia mission lines of business, classified systems, and cybersecurity needs, with experience providing solutions and developing business in mission-critical areas.
- Experience in responsibly using AI-enabled tools and approaches within the software development lifecycle (e.g., for code generation, test automation, documentation, and operational support), while meeting security, quality, and compliance requirements.
- Demonstrated sound judgment and ability to assess incomplete information, ask clarifying questions, and make timely decisions without jumping to conclusions.
