The Deputy CIO is more than an IT management role — it is a strategic leadership position responsible for protecting, modernizing, and advancing the County’s technology environment. As the CIO’s second-in-command, this role leads cybersecurity operations, enterprise systems, infrastructure resilience, GIS, and major technology initiatives that keep County services secure and running efficiently. We’re looking for an innovative and decisive leader ready to tackle complex challenges, strengthen cybersecurity defenses, and help shape the future of County technology.
Direct Reports:
The Deputy CIO directly supervises the IS Manager and serves as the primary personnel authority for that position including performance evaluation, disciplinary matters, and day-to day directions. In the Deputy CIO’s absence, IS Manager will report to the Deputy County Manager.
- Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or closely related field, and eight (8) years of work experience in information technology; or a combination of equivalent education and work experience sufficient to perform the duties of the position.
- Five (5) years of management and/or supervisory experience of personnel.
- COMPTIA Security+ Certification (or equivalent) preferred.
- Pass an initial comprehensive criminal background check and be subject to periodic background checks during the course of your employment in this position.
- Valid State of New Mexico Driver's license or able to obtain within six (6) months of employment.
- Work is performed in an office environment; may be subject to repetitive motion such as typing, data entry and vision to monitor; may be subject to extended periods of intense concentration in the review of documents and reports.
- The noise level in the work environment is usually moderate.
- Required to sign and adhere to a non-disclosure agreement (NDA), ensuring the confidentiality of sensitive and proprietary company information as part of daily duties.
- Work schedule for this position may include working on religious holidays.
- Utilize, process, and navigate the County’s electronic ERP system as necessary and appropriate based on the needs and requirements of this position.
- This position may be eligible for an alternative worksite arrangement, in accordance with County policy and at the discretion of the Department Head.

- Assist in developing, evaluating, and implementing department goals, policies, and procedures; ensure activities comply with applicable laws, policies, and regulations.
- Assist in coordinating daily operations by establishing priorities, allocating resources, and ensuring timely execution of projects and services. Lead workforce planning efforts, including training, and staff development.
- Provide leadership, coaching, and accountability to staff, fostering a high-performance and professional work environment, and conduct performance evaluations and monitor staff progress, providing ongoing feedback and direction
- Apply sound judgment in resolving operational issues and personnel issues in coordination with the CIO as appropriate.
- Oversee the County's enterprise cybersecurity program, including policy development and enforcement, risk assessments, threat monitoring, incident response, and compliance with applicable regulations including HIPAA and other federal and state requirements.
- Manage the enterprise application portfolio, including hands‑on administration and support of enterprise systems such as ERP, permitting, and HR platforms, application lifecycle management, procurement, vendor relationships, upgrades, and alignment with departmental business needs.
