Job Overview
The Community Development Director is responsible for professional, highly technical administrative work involving the direction of activities specific to planning and community development. The role plans, controls, integrates, and evaluates the work of the Building Officials, Inspections and Community Development Department staff; develops, implements, and monitors long-term plans and goals focused on achieving the Village’s mission; directs the development of and monitors performance against the annual department budget;
manages and directs the development, implementation, and evaluation of plans, policies, systems, and procedures to achieve annual goals and objectives established by the Village Council. The position also oversees the planning and zoning functions which include current and long‑range planning, land use activities, water master planning, and comprehensive planning. Regular work hours are 8 a.m. to 5 p.m.; extended hours may be necessary, and the role must comply with schedules established by the Village Manager.

- Assume full management responsibility for all Community Development Services and activities, including comprehensive plans, general planning and zoning codes, processing of land use applications, building and other permits, and coordination of economic development activities including inventory and population projections.
- Manage the development and implementation of the Department goals, objectives, policies, and priorities for each assigned service area.
- Establish, within Village policy, appropriate service and staffing levels; monitor and evaluate work methods and procedures; allocate resources; assess and monitor workload, administrative and support systems, internal reporting relationships; identify opportunities for improvement; direct and implement changes.
- Plan, direct, and coordinate the Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures, meet with management staff to identify and resolve problems.
- Select, train, motivate, and evaluate Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; guide and develop employees in professional growth; oversee and resolve departmental problems; ensure efficient, equitable delivery of services.
- Oversee and participate in the development and administration of the Department budget; approve forecasts of funds needed for staffing, equipment, materials, and supplies; approve expenditures, purchase requisitions, and implement budgetary adjustments as appropriate; manage the adopted budget to ensure compliance with the Village’s annual financial plan.
- Assist, in concert with the Village Manager and other entities, in economic development activities; develop strategies to assist in business growth; negotiate development agreements.
- Collaborate and participate in meetings with Village Committees/Boards including the Watershed Committee and Parks and Recreation Commission.
- Assist Departments with the creation and development of Village projects that coincide with Village of Ruidoso Goals, ICIP, and Comprehensive Plan.
- Coordinate internal Development Review Committee and meetings.
- Responsible for Affordable/Workforce Housing activities and projects.
- Primary staff coordinator of the ICIP and Facilities Planning, which may include the Comprehensive Plan, Horton Complex, Park and Trail Planning, and property acquisition and disposals.
- Answer inquiries and assist the public and other agencies in matters relating to community development, planning and zoning, and other Village codes and regulations; resolve difficult and sensitive citizen inquiries and complaints; provide information and recommendations within scope of authority.
- Review development plans with residents, developers, and builders; develop recommendations, and summarize all issues for presentation to the Governing Body and Planning & Zoning Commission.
