Position: Development Project Manager (DC Construction Onsite Permian Basin Region)

Who You Are And The Impact You Will Have

The Development Project Manager (On-Site Data Center Construction, West TX region) is primarily responsible for leading and managing the design, preconstruction and construction activities on a given project(s). This role requires a 100% onsite presence in the Permian Basin region and involves daily interaction with Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors, and Data Center Operations staff. Strong written and oral communication skills are essential.

What

You Will Do
  • Manage multiple projects on one or more campuses, maintaining updated budgets, schedules, and status reports for each.
  • Produce monthly development program and project status updates for executive-level reviews and present information to support decision-making.
  • Collaborate with QTS stakeholders, design, and construction teams to create a master development program for site(s), including a complete campus design solution and capital budget.
  • Manage entitlement and permitting needs for each assigned site project(s).
  • Implement and manage multi‑phased site development plans to achieve time, budget, and quality standards, continuously updating the campus master plan.
  • Write scopes of work for design, construction, and commissioning services and participate in procurement and project cost estimates.
  • Evaluate and level pricing proposals for design, construction, and commissioning services.
  • Work closely with the strategic procurement team on equipment procurement and delivery processes.
  • Ensure appropriate submittals are coordinated with site stakeholders.
  • Monitor and create project budget/cost-to-date against the overall project budget.
  • Establish project schedules and manage teams to ensure on-time completion.
  • Review and approve monthly pay applications from contractors.
  • Review change order requests from contractors and negotiate pricing.
  • Establish site construction security procedures in conjunction with the site security team.
  • Develop product deployment plans and communicate them with involved QTS staff.
  • Collaborate with Sales Engineers and Product teams to aid in custom deal solutioning for prospective clients within applicable schedules and budgets for assigned locations.
  • Maintain relationships serving as liaison with key QTS stakeholders.
  • Represent QTS interests as a leader in OAC meetings.
  • Create and build relationships that enhance QTS’s ability to lead in creating the world’s most valuable data center real estate.
  • Aid in due diligence efforts for potential new sites as needed.
  • Work with the internal development team to enhance project management processes and protocols.
What You Will Need To Be Successful (basic Qualifications)
  • Bachelor’s degree in Science or Engineering or equivalent professional experience.
  • Five or more years of professional experience in commercial construction practices and procedures, including management of Lump Sum, Construction Management @ Risk, and Design Build project delivery methods from conceptual development through procurement to close out.
  • Experience with Microsoft Office suite, specifically PowerPoint for communicating program updates to executive level, and Excel for creating and maintaining site program and individual project budgets.
  • Ability to work on-site daily in the West TX area (Permian Basin).
  • Willingness to travel up to 50% of the time.
Other Key Skills
  • MBA, Masters in Engineering, Management, or related field desirable.
  • Experience delivering mission‑critical data center facilities.
  • Extensive experience managing MEP trades.
