A Non-Merit vacancy exists in the Department of Recreation and Parks for a Cultural Arts Manager.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Schedule:

34 hours per week. Plus, County benefits. May be assigned to work nights, evenings, weekends, and holidays as needed.

Plans, organizes, and implements a comprehensive arts program with a primary focus at the Holt Park and Center for the Arts location, and advises on art-focused opportunities through the programs and events team.

Job Purpose

Under general supervision, collaborates and coordinates with park staff and community volunteers to organize and execute arts programming and special events, such as musical and/or theatrical performances, and to ensure compliance with park rules, regulations, and ordinances.

Examples of Essential Duties
  • Plans, organizes, develops, and directs a comprehensive arts program including art exhibits, art classes, workshops, and special events.
  • Develops and implements long- and short-term art programming goals.
  • Develops, publicizes, and administers activity calendars.
  • Actively engages with the community to plan and execute art exhibits, workshops, classes, shows, and performances.
  • Cultivates community interest in the arts in parks program and assists in the establishment of a volunteer organization to support the cultural arts programming at Holt Park and department-wide.
  • Engages with cultural/art institutions and artists to plan and execute cultural and artistic performances and events with a focus on the Holt Park location, as well as department-wide.
  • Collaborates with other county agencies and external community groups to promote special performances and events.
  • Manages the gallery space at Holt Park and Center for the Arts, featuring several annual shows with diverse themes.
  • Helps to engage community volunteers for art activations, events, and input in and around Holt Park.
  • Incorporates existing park resources and nature activities into arts programming.
  • Recruits, trains, and coordinates the work of part-time staff and volunteers.
  • Meets and coordinates activities and services with other agencies.
  • Assists in highlighting the cultural relevance and significance of departmental cultural and historical sites.
  • Works in conjunction with the Special Events Manager to host Artsfest and other arts-focused special events annually.
  • Prepares reports of park activities.
  • Researches and prepares grant applications to support art programming.
  • Monitors budget and expenditures for art programming.
  • Ensures proper usage and care of facilities.
  • Establishes programming priorities and manages park resources.
  • Through the Department Marketing team, assist in publicizing activities and programs in community newspapers and social media.
  • Attends meetings of civic and social organizations in the community.
  • Networks and establishes professional relationships with the cultural and artist community.
