Construction Quality Control Manager (CQCM)
Job Description
This role leads all construction quality control activities on a federal project, ensuring full compliance with USACE requirements, EM 385-1-1, and contract specifications. The Construction Quality Control Manager develops, implements, and maintains the project Quality Control Plan, oversees the three-phase inspection process, and manages all quality-related documentation. This position works closely with project staff, subcontractors, and government representatives to verify that all construction activities meet approved plans, specifications, and federal standards.
Responsibilities
+ Lead all project quality control activities in accordance with USACE requirements, EM 385-1-1, and contract specifications.
+ Develop, implement, and maintain the project Quality Control Plan (QCP) and all associated documentation.
+ Plan and conduct preparatory, initial, and follow-up inspections for all Definable Features of Work (DFOW) as part of the three-phase inspection process.
+ Manage submittals, requests for information (RFIs), material certifications, testing reports, and project quality records to ensure they are accurate, complete, and up to date.
+ Verify that all construction activities comply with construction drawings, plans, specifications, approved submittals, and applicable federal standards.
+ Coordinate, schedule, and document quality testing, inspections, commissioning activities, and deficiency identification and resolution.
+ Lead weekly quality control (QC) meetings with project staff, subcontractors, and USACE representatives to review progress, issues, and upcoming work.
+ Prepare and submit daily quality control reports using RMS and other required government platforms, ensuring timely and accurate reporting.
+ Monitor subcontractor performance to ensure adherence to project quality standards, safety requirements, and contract obligations.
+ Support project closeout activities by ensuring all quality documentation, testing records, and inspections are complete and compliant.
+ Collaborate with construction management and site safety personnel to integrate quality control requirements with overall project execution.
+ Maintain clear communication with all stakeholders regarding quality expectations, nonconformance issues, and corrective actions.
Essential Skills
+ Minimum of 5 years of construction quality control experience on federal projects such as USACE, NAVFAC, GSA, or DoD.
+ Current USACE Construction Quality Management (CQM-C) certification.
+ Proficiency with RMS (Resident Management System) and other government reporting platforms.
+ Strong knowledge of federal construction procedures, documentation requirements, and quality control standards.
+ Demonstrated experience managing three-phase inspections, including preparatory, initial, and follow-up phases.
+ Proven ability to read and interpret blueprints, construction drawings, and specifications.
+ Experience managing project closeout activities, including completion of quality documentation and final inspections.
+ Solid understanding of construction quality management principles and practices on military or federal facilities.
+ Working knowledge of site safety practices and OSHA-related considerations in a construction environment.
+ Ability to coordinate and lead meetings with project teams, subcontractors, and government representatives.
+ Strong organizational skills to manage submittals, RFIs, testing reports, and quality records.
+ Effective written and verbal communication skills for preparing reports and documenting inspections.

+ Experience working on construction projects at military installations or similar secure federal facilities.
+ Background in construction management with exposure to federal contracting requirements.
+ Familiarity with USACE, NAVFAC, GSA, or DoD processes, standards, and documentation workflows.
+ Experience integrating quality control with site safety and overall construction operations.
+ Ability to work collaboratively with multidisciplinary teams in a structured, compliance-driven environment.
