Water/Wastewater Project Manager
David Evans and Associates, Inc. seeks a seasoned Project Manager to lead complex municipal, city, and special purpose district water and wastewater projects. The role spans planning, design, execution, client management, business development, and team leadership in a collaborative, stewardship-focused environment.
The Water/Wastewater Practice is seeking a Project Manager in Spokane, WA;
Boise, ;
Coeur d’Alene, ;
Pocatello, ; or Salt Lake City, UT.
Key Responsibilities
- Lead planning and design for municipal water and wastewater systems, including:
- Conveyance and pumping systems
- Storage and distribution systems
- Collection systems and treatment facilities
- Manage scope, schedule, budget, and quality
- Coordinate multidisciplinary teams and subconsultants
- Oversee project financials, including forecasting, invoicing, and profitability
- Ensure successful project closeout and client satisfaction
- Prepare and oversee engineering deliverables: plans, specifications, reports, and cost estimates
- Ensure compliance with regulatory requirements and design standards
- Serve as Engineer of Record or technical lead on projects
- Serve as primary point of contact for key municipal water/wastewater clients
- Build and maintain strong client relationships
- Identify new opportunities, support proposal development, and collaborate on market growth strategies
- Represent DEA at industry events and professional organizations to strengthen market presence
- Lead and mentor project teams, providing direction to task leaders and technical staff
- Mentor and develop junior staff, fostering collaboration and accountability
Required Qualifications
- Bachelor’s degree in Civil Engineering (or related field); PE license required or ability to obtain
- 8+ years of progressive civil engineering experience focused on water and wastewater systems
- Strong experience designing municipal water/wastewater systems
- Experience managing municipal water/wastewater projects through multiple phases
- Proven ability to lead design tasks and coordinate project teams
- Familiarity with public agency processes, permitting requirements, and regulatory coordination
- Experience supporting full project lifecycle, from planning and design through construction
- Proficiency with standard engineering tools (hydraulic modeling, drafting/design software, Bluebeam, spreadsheets)
- Strong communication and technical writing skills
- Experience mentoring or supervising junior staff
