Water/Wastewater Project Manager

David Evans and Associates, Inc. seeks a seasoned Project Manager to lead complex municipal, city, and special purpose district water and wastewater projects. The role spans planning, design, execution, client management, business development, and team leadership in a collaborative, stewardship-focused environment.

The Water/Wastewater Practice is seeking a Project Manager in Spokane, WA;
Boise, ;
Coeur d’Alene, ;
Pocatello, ; or Salt Lake City, UT.

What You’ll Do

Key Responsibilities
  • Lead planning and design for municipal water and wastewater systems, including:
    • Conveyance and pumping systems
    • Storage and distribution systems
    • Collection systems and treatment facilities
  • Manage scope, schedule, budget, and quality
  • Coordinate multidisciplinary teams and subconsultants
  • Oversee project financials, including forecasting, invoicing, and profitability
  • Ensure successful project closeout and client satisfaction
  • Prepare and oversee engineering deliverables: plans, specifications, reports, and cost estimates
  • Ensure compliance with regulatory requirements and design standards
  • Serve as Engineer of Record or technical lead on projects
Client Management & Business Development
  • Serve as primary point of contact for key municipal water/wastewater clients
  • Build and maintain strong client relationships
  • Identify new opportunities, support proposal development, and collaborate on market growth strategies
  • Represent DEA at industry events and professional organizations to strengthen market presence
Team Leadership
  • Lead and mentor project teams, providing direction to task leaders and technical staff
  • Mentor and develop junior staff, fostering collaboration and accountability
What You Bring

Required Qualifications
  • Bachelor’s degree in Civil Engineering (or related field); PE license required or ability to obtain
  • 8+ years of progressive civil engineering experience focused on water and wastewater systems
  • Strong experience designing municipal water/wastewater systems
  • Experience managing municipal water/wastewater projects through multiple phases
  • Proven ability to lead design tasks and coordinate project teams
  • Familiarity with public agency processes, permitting requirements, and regulatory coordination
  • Experience supporting full project lifecycle, from planning and design through construction
  • Proficiency with standard engineering tools (hydraulic modeling, drafting/design software, Bluebeam, spreadsheets)
  • Strong communication and technical writing skills
  • Experience mentoring or supervising junior staff
