The OSP Engineer – Level II is responsible for planning, designing, coordinating, and delivering Outside Plant (OSP) fiber optic projects from project kickoff through construction handoff. This position serves as the technical owner for assigned projects and is responsible for engineering deliverables, permitting coordination, quality assurance, contractor oversight, and project documentation. The successful candidate will effectively manage multiple projects while partnering with Project Managers, Construction, utilities, permitting agencies, and third-party engineering firms to ensure projects are delivered safely, on schedule, and in accordance with Fatbeam standards.
Position Responsibilities- Develop aerial and underground fiber optic network designs using Fatbeam engineering standards and best practices.
- Prepare construction-ready engineering packages, permit exhibits, splice documentation, bill of materials (BOMs), and final construction prints.
- Own engineering activities from project kickoff through construction handoff.
- Manage permitting from identification through approval, including coordination with utilities, municipalities, railroads, irrigation districts, and permitting agencies.
- Coordinate engineering activities with Project Managers, Construction, vendors, and third-party engineering firms.
- Prepare engineering RFQs and manage outsourced engineering efforts.
- Review third-party engineering deliverables and perform QA/QC prior to construction release.
- Complete engineering revisions resulting from permitting comments, utility feedback, and constructability reviews.
- Maintain accurate project documentation, engineering schedules, Site Tracker updates, and forecast dates.
- Maintain fiber inventory records, final prints, and as-built documentation.
- Identify project risks, communicate schedule impacts, and recommend mitigation strategies.
- Build strong working relationships with internal teams, contractors, utilities, and permitting agencies.
- Support continuous improvement of engineering standards, SOPs, templates, and documentation.
- Minimum three (3) years of experience in the outside plant telecommunications industry, preferably with Competitive Fiber Networks.
- Proficiency with AutoCAD required.
- Experience with aerial and underground fiber design.
- Experience coordinating permits with municipalities, utilities, railroads, and irrigation districts preferred.
- Strong written, verbal, and interpersonal communication skills.
- Highly organized with the ability to manage multiple projects simultaneously.
- Strong computer proficiency with Microsoft Office, spreadsheets, project management, and scheduling software.
- Estimated 50%–65% field travel required.
- Valid driver's license with an acceptable driving record.
- Working knowledge of ArcGIS and fiber inventory management systems.
- Experience with Site Tracker or similar project management platforms preferred.
- Ability to maintain detailed engineering records and documentation.
- Strong understanding of OSP construction methods, permitting processes, and quality assurance practices.
- Minimum three (3) years of experience in the outside plant telecommunications industry, preferably with Competitive Fiber Networks.
