The Idaho Department of Lands (IDL) is seeking a full‑time Lands Program Manager – Central Zone Fire Manager. This position will be located at our Coeur d’Alene Staff Office in Boise,  location:
Grangeville, .

To provide leadership for major statewide programs in support of the department's mission, vision and values; perform related work. The programs managed may be in a large disciplinary area or function; or may include diverse functions and/or disciplines.

• Represent IDL on the Board of Directors for the Grangeville Interagency Dispatch Center
• Coordinate between IDL Forest Protective Districts within the Central Zone regarding Fire Danger Operating Plan, Fire Restrictions, and prioritization of incidents and resources.
• Support/coordinate with IDL and Timber Protective Association Agency Administrators.
• Serve as subject matter expert for Area/District/Associations regarding policy and agreements.
• Supervise IDL staff at Grangeville Interagency Dispatch Center.
• Represent the Fire Bureau on the North Idaho Zone Coordinating Group (NIZCG) and on dispatch zone coordination calls.
• Maintain qualification as ICT3 and serve as additional suppression/fire management capacity to the Districts within Zone as needed.
• Fill role as Zone Duty Officer when activated, backfill District Duty Officer if needed and available, actively maintain presence in dispatch.

Minimum Qualifications

Experience:

• Analyzing land management program issues, making recommendations and writing reports
• Developing programs including establishing goals and strategic direction, budgeting and evaluating results
• Working with various groups, individuals and interests to develop understanding, acceptance and support for a program
• National Wildfire Coordinating Group (NWCG) qualification as Incident Commander Type 3 (ICT3)

• Basic understanding of the National Fire Danger Rating System, completion of S-491.
• Basin understanding of wildland fire dispatch operating procedures and systems. Through knowledge of National Incident Management System, completion of S-400
• Experience operating in diverse interagency environments, working collaboratively, and representing agency interests to various stakeholder groups.
• Experience serving as a wildland fire duty officer, ensuring appropriate resource staffing levels, prioritizing incidents and resources.
• Experience supervising diverse groups of people.
