Position Summary
This higher-level role is responsible for technical leadership, coordination, and execution of the Refinery’s Fixed Equipment Mechanical Integrity (FEMI) programs. The position ensures integrity, reliability, and regulatory compliance of fixed equipment assets, including pressure vessels, piping systems, fired heaters, boilers, heat exchangers, and atmospheric and pressurized storage tanks. Operating with limited supervision, the role applies significant technical guidance in inspection engineering, damage mechanisms, and refinery processes to support safe, reliable, and efficient operations.
The position plays a critical role in ensuring compliance with Process Safety Management (PSM) requirements and industry standards while driving continuous improvement in asset integrity and reliability.
This position performs onstream inspections of equipment and piping, including shutdown inspections. The primary focus is on fixed equipment – pressure vessels, piping systems, heaters, boilers, and storage tanks. It requires growing expertise in inspection procedures, maintenance and reliability practices, and industry best practices within a chemical or manufacturing environment. Additionally, the role develops and maintains mechanical integrity records, establishes and predicts replacement requirements and modifications, and inspects repairs and modifications for compliance with industry best practices, codes, and regulatory requirements.
EducationRequirements
- High School Diploma or equivalent required
- BS Mechanical Engineering preferred
- Must be able to become or have been certified in Level II NDT Certification and have obtained the two primary API certifications (API 510 Pressure Vessels and API 570 Piping). Future certifications will include API 653/571/580 within three years of being in the Inspector III position.
- 8+ years of similar industrial experience and thorough understanding of refinery maintenance procedures and safety practices for repair and maintenance of equipment.
- Working knowledge of PCMS or equivalent software, API Codes, API RP’s, and ASME Codes.
- Excellent written and verbal communication skills and extensive computer skills.
- Ability to operate NDT equipment – UT, PT, MT, VT – and interpret radiographic film.
- Must be able to read and draw isometric drawings and understand P&IDs and PFDs.
- Must be able to work in a plant environment involving climbing and confined spaces.
- Fluent in English, oral and written, required.
- Ability to adjust schedules to meet business needs.
- Exposure to potentially volatile and combustible materials and chemicals.
- Determine serviceability of piping, vessels, towers, heaters, exchangers, boilers, and other process equipment using NDE technologies.
- Maintain and update fixed equipment mechanical integrity data in the PCMS system, including design parameters and predicted retirement.
- Maintain and update fixed equipment mechanical integrity documents and e-files.
- Oversee contractor weld procedures and performance testing of welders.
- Maintain Positive Materials Identification Program and alloy mapping of refinery fixed equipment and piping systems.
- Perform vendor shop inspection and provide onsite project inspection daily.
- Communicate with Contractors, Maintenance, Construction, Operations, and Engineering on inspection specifications, code requirements, equipment condition, workmanship, and repair recommendations.
- Provide repair/replace recommendations for equipment and piping due to corrosion and serviceability during shutdown.
- Safe and consistent process operating equipment.
- Minimize predictable failures with a target goal of zero failures.
- Reduce unplanned downtime and minimize equipment downtimes.
- Prevent failures due to improper metallurgy or repair strategies.
- Adhere to all company policies and procedures.
