OverviewThe State of Vermont Military Department is seeking to fill the position of GIS Professional (GIS Program Manager).
The GIS Program Manager is responsible for the management, development, maintenance, and strategic oversight of the Geographic Information System (GIS) and associated web applications supporting the Vermont Military Department. This position provides GIS services and technical support across all divisions of the Vermont Military Department.
This position oversees GIS operations supporting two primary program areas:
Environmental and Real Property. GIS data including SDSFIE structured databases, analysis, and applications developed under this program are critical to informed decision-making, facilities management, environmental stewardship, and operational planning.
Primary responsibilities include:
- Lead coordinator for the ArcGIS Enterprise environment and associated ESRI applications
- Creation, maintenance, and publication of digital maps and geospatial products for planning, environmental management, facilities management, emergency response, training support, and leadership decision-making.
- Development of standardized cartographic products, map templates, and geospatial reporting tools
- Providing environmental and natural resources support as needed, including GIS analysis and mapping related to land management, forestry, wetlands, threatened and endangered species, conservation planning, Integrated Natural Resource Management Plan (INRMP) implementation, and environmental compliance activities
- Assisting with wildfire and prescribed fire operations as needed, including mapping support, incident planning, and land management activities
- Web mapping portal development, administration, and enhancement
- GIS data governance, editing standards, and quality assurance/quality control (QA/QC) processes
- Coordination and support of GIS services across organizational programs and users
- Oversight of GIS projects and coordination with other IT staff in maintaining and updating enterprise datasets and web-based mapping products
The GIS Program Manager functions as both a technical expert and project/team leader, ensuring the integrity, accessibility, and effective use of enterprise geospatial resources across the organization.
This position supports mission readiness by delivering reliable geospatial information and analysis to guide environmental compliance, infrastructure planning, facilities management, and operational decision-making.

Duties are performed primarily in a standard office setting although regional office visits will require travel. Fieldwork may be required. Attendance at meetings, seminars or conferences outside of normal work hours may be necessary. Manual dexterity is required in operating the computer and GIS-related hardware, as are good eyesight and eye-hand coordination.
Minimum QualificationsBachelor's degree in GIS, geography, computer science, engineering, GIS, a natural resources field or other field closely related to mapping and GIS;
OR
Associate's degree or two years of college coursework in GIS, geography, computer science, engineering, GIS, a natural resources field or other field closely related field to mapping and GIS AND two (2) or more years of experience in GIS, geography, computer science, engineering, GIS, a natural resources field or other field closely related to mapping and GIS.
OR
Four (4) or more years of experience in GIS, geography, computer science, engineering, GIS, a natural resources field or other field closely related field to mapping and GIS.
