Program Manager – Vermont Work for Warriors

The Vermont Work for Warriors program identifies Vermont National Guard men, veterans, reservists, service members, and families eligible for support, provides information on available benefits, and connects them with sources of support and services. The Program Manager will perform all functions necessary to develop and implement programs to identify and outreach to service members and their families, reservists, and veterans to inform and educate them on available programs at the national, state, and local levels and develop information on improving program effectiveness and offerings.

Special emphasis is on employment outreach and assistance, education benefits, retention incentives, transition services, and tracking each customer’s interaction.

Major Responsibilities
  • Centralized oversight, tracking systems, multi‑channel support management, and State Family Programs Director advisory.
  • Train, develop, and manage a geographically dispersed team of Digital Marketing Manager and Employment Specialists to develop and implement employment outreach, community capacity building, training development, data collection, reporting, publications, and briefings.
  • Maintain continuous operational presence at the designated Work for Warriors Regional Hubs during core hours to ensure localized support.
  • Assist with recruiting, training new hires, and incumbents on new systems, procedures, and processes; collect data for reporting program progress and metrics.
  • Provide daily supervision and management to the Work for Warriors Team and serve as IGH’s primary conduit for information flow to and from Team members and the Contracting Officer’s Representative (COR).
  • Recruit, select, orient, train, assign, schedule, coach, counsel, and discipline employees; communicate job expectations, planning, monitoring, appraisal, and review of job contributions; plan and review compensation actions.
  • Achieve operational objectives by contributing information and recommendations to strategic plans, preparing and completing action plans, and implementing and monitoring productivity, quality, and customer‑service standards.
  • Meet financial objectives by forecasting requirements and preparing an annual budget, analyzing variances, and initiating corrective actions.
  • Update job knowledge by participating in educational opportunities, reading professional publications, and maintaining personal networks.
  • Review, evaluate, and enhance all contract deliverables produced by each Team Member.
  • Build and maintain a pipeline of target opportunities to ensure continued growth.
  • Conduct outreach to existing and potential clients, resolve issues affecting project performance, and maintain close relationships with subcontractors and prime contractors.
  • Coordinate Security Clearances and issuance of Common Access Cards; conduct background checks and coordinate onboarding tasks within the Vermont National Guard.
  • Monitor attendance and performance, approve timesheets, conduct counseling, administer personal time off, and manage travel, reimbursements, and related tasks.
Experience

Minimum 5 years of experience in program management, employment outreach, or veteran transition services.

Competencies
  • Evaluate program processes and provide strategic recommendations.
  • Advise senior stakeholders such as the State Family Program Director.
  • Proficiency in operational oversight, tracking systems, and managing multi‑channel support services (e.g., call centers).
  • Favorably adjudicated Tier 1 or equivalent or higher investigation by the Office of Personnel Management.
Educational Requirements

Bachelor’s degree in business administration, human resources, management, or a related field. Equivalent combinations of education and experience may be considered.
