Main Purpose of Job

This position will support the Department of General Services (DGS) Facility Engineering Division (FED) that supports State owned buildings. It directs and coordinates facility engineering work in a statewide maintenance and repair program involving the inspection, design and repair of systems and utilities related to the maintenance of buildings and grounds. The role identifies, prioritizes and monitors the maintenance and repair of State‑owned facilities according to State policies and standards, utilizing funds to prevent deterioration and avert potentially life‑threatening conditions.

The work requires travel to sites throughout the State to assess facility conditions and determine necessary projects and prioritization.

Position Duties Duties To Include But Not Limited To
  • Internal Construction Document Design:
    Evaluate the program letter and project justification submitted by the facility, create bid documents with specifications, assemble and submit for solicitation, manage projects through bid process, construction, and substantial completion, and complete all appropriate project documents.
  • Contract Approval/Construction:
    Prepare agenda items for approval of contract in accordance with MD Procurement Regulations, manage or coordinate projects with the using agency and DGS Construction Division during construction, approve changes and change orders, maintain the electronic PCO/Change Order Log, and review invoices within 3 days of receipt.
  • Procurement Actions:
    Prepare bidding documents incorporating A/E construction design into the DGS procurement package, coordinate advertising dates, pre‑bid dates, and bid dates, and submit package for procurement.
  • Professional Services Construction Document Design:
    Manage the A/E design contract, coordinate between A/E and using agency, evaluate and request changes on A/E submittals, conduct CD review meetings, and review/approve estimates prepared by A/E.
  • Design or A/E Selection, Negotiation and Management:
    Evaluate program letter and project justification to determine needed A/E service, involve the using agency throughout selection and design, negotiate A/E fees, and obtain procurement approval.
  • Meetings/Miscellaneous:
    Attend meetings as necessary, resolve issues, provide project management insight, process invoices, review documentation, and approve as required.
Minimum Qualifications

Experience
:
Six years of experience, with two years as an Engineer in building construction, renovation or maintenance fields and an additional four years performing maintenance or construction engineering work in facility and maintenance system work.

Notes
  • Candidates may substitute the possession of a Bachelor's degree in engineering from an accredited college or university and two years of experience as an Engineer in the building construction, renovation or maintenance fields for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes on a year‑for‑year basis for the required experience.
