- Strategically align and govern EW and ISR (Intelligence, Surveillance, and Reconnaissance) programs utilizing the Defense Acquisition System framework, ensuring compliance with DoDI 5000.01, DoDI 5000.02, DoDI 5000.87, and AR 70‑1 to rapidly deliver interoperable, lethal, and survivable capabilities to the tactical edge
- Apply customized acquisition processes to select and execute the optimal pathway, including frequent use of the Software Acquisition Pathway (SWP) in accordance with DoDI 5000.87, while supporting rapid prototyping and software agility
- Ensure all program activities, including C5
ISR integration and intelligence architecture alignment, are fully synchronized with Assistant Secretary of the Army (Acquisition, Logistics, and Technology) (ASA(ALT)) mandates and PM PNT acquisition policies and procedures - Develop, review, and provide recommendations for classified and unclassified PM PNT products, including program objectives, integrated master schedules, budget requests, requirements analysis, acquisition strategies, program documentation, program briefings, business case analysis, acquisition planning, policy implementation, and achievement of milestone objectives
- Prepare for and attend PM PNT program meetings, including IPTs, reviews leading to and including Milestone Decisions, PNT product contractor reviews, POM reviews, product platform and client meetings, Program Management Reviews (PMRs), Quarterly Program Reviews (QPRs), Technology Readiness Assessment (TRA) reviews, and budget reviews; document proceedings and provide recommendations in accordance with CDRL A010
- Review, recommend, update, develop, and maintain program‑level documentation supporting the acquisition process and long‑term PM PNT program planning in accordance with applicable law, regulation, directive, and policy, including U.S. Code Title 10, DFAS Manual 37‑100, DoDD 5000.01, DoDI 5000.02, and AR 70‑1
- Prepare and maintain acquisition documentation such as Acquisition Strategy Reports, Acquisition Program Baselines (APBs), and Acquisition Decision Memorandums (ADMs) for Milestone Decision Reviews (MDRs)
- Identify, prepare, review, and track recommended changes to PM PNT acquisition policies and procedures to address new or changing requirements implemented by the Office of the Secretary of Defense (OSD) and ASA(ALT)
- Provide updates, inputs, corrections, and schedule estimates at IPT meetings and working groups in support of Integrated Master Schedules (IMS), PM PNT reports and briefings for senior‑level management, PM PNT program reviews, and PM PNT product reviews, including pre‑review and post‑review activities
- Plan, coordinate, organize, implement, and prepare reports, records of meetings, and meeting minutes for PM PNT events as required in accordance with CDRL A010
- Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance required; mandatory for Intelligence and EW operations
- Proficiency in the Microsoft Office Suite of products required
- Bachelor’s degree in a specialized field with seven (7) years’ experience or a master’s degree in a specialized field with five (5) years’ experience, or military service in a related MOS (or equivalent classification) with ten (10) years’ experience in DoW/DoD acquisition programs; and developing, reviewing and presenting briefings to senior management
- Back‑to‑Basics Program Management Certification at the Advanced or Practitioner level preferred, in alignment with AR 70‑1 and DACM policy
- Deep understanding of AI/ML software pipelines, RF (Radio Frequency) engineering concepts, and software‑defined architectures in support of DoDI 5000.87 and spectrum warfare modernization
- Comprehensive understanding of DoD 5000‑series directives tailored to rapid prototyping and software agility, including DoDI 5000.01, DoDI 5000.02, and AR 70‑1
Salary Range: The anticipated salary range for this position is $130,000 to $170,000 annually
