Summary

This position is part of the National Archives and Records Administration (NARA). The Office of Information Services is responsible for the overall success of the Information Technology (IT) program for NARA. IT is involved in every facet of NARA, including program and administrative activities.

Responsibilities
  • Provide oversight, management, and guidance for fully integrating and maintaining IT operational systems to deliver a seamless IT experience to NARA employees.
  • Lead projects to support infrastructure changes, build new capabilities and products for customers, and execute program management functions (including strategic planning, budgeting, and project execution).
  • Participate with senior executives in developing and implementing major IT policies and services.
  • Monitor and apply advanced troubleshooting techniques to identify and resolve IT infrastructure and employee IT issues, improving the performance and quality of IT services provided to employees and customers.
  • Develop innovative IT solutions in support of the NARA mission.
  • Study, review, and analyze IT strategic and tactical operations to determine current and future agency mission requirements.
  • Maintain personal contacts with senior‑level management officials, stakeholders, contractors, and the public.
  • Direct, coordinate, or oversee the work of subordinate supervisors, IT staff, and leaders.
Requirements

Conditions of employment

  • Experiences may be gained in the public, private sector, or volunteer service. One year refers to full‑time work; part‑time work is prorated.
  • Probationary or trial periods may be required. Continued employment is contingent upon supervisory certification that employment will benefit the Federal Service, no less than 30 days before the end of the probationary/trial period.
  • Background investigation must be successfully completed.
  • Declaration for Federal Employment must be completed as requested by the agency.
  • Male applicants born after December 31 1959 must certify registration with the Selective Service System or exemption.
  • Personal Identity Verification (PIV) process must be completed.
  • Government‑issued charge card must be obtained for business‑related travel.
  • Confidential Financial Disclosure Report must be filed within 30 days of appointment and annually thereafter.
  • Designated or random drug testing may be required.

Key Requirements

  • Must be a U.S. citizen or U.S. national.
  • Position requires a Top Secret clearance.
Qualifications

Within 30 days of the closing date of this announcement, you must meet the following:

Specialized Experience (GS‑15):
One year of specialized experience at a difficulty and responsibility level equivalent to the GS‑14 grade level. Experience includes:

  • Developing and interpreting policies, procedures, and strategies for planning and delivery of IT services; AND
  • Applying technical knowledge of IT infrastructure and cybersecurity to provide oversight, management, and guidance for fully integrating and maintaining IT operational systems; AND
  • Developing and implementing a strategic roadmap for providing innovative information technology products and services.

IT‑related experience demonstrating each of the following competencies:

  • Attention to Detail – thorough when performing work and conscientious about attending to detail.
  • Customer Service – works with clients and customers to assess needs, provide information or assistance, resolve problems, and satisfy expectations.
  • Oral Communication – expresses information effectively, taking into account audience and nature of the information; makes clear and convincing oral presentations; listens and responds appropriately.
  • Problem Solving – identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and make recommendations.

Time‑in‑Grade (GS‑15):
At least 52 weeks at the GS‑14 level.

Time After Competitive Appointment
:
Current Federal employees with a non‑temporary competitive appointment must have served at least three months in that appointment.
