ECEAP Family Support Specialist

Educational Service District 123 is looking for a qualified candidate to fill the ECEAP Family Support Specialist position serving our Walla Walla County sites, including College Place, Touchet, and Walla Walla. The Family Support Specialist (FSS) provides comprehensive, integrated family support services to ECEAP children and families while supporting the program's recruitment, eligibility verification, prioritization, and enrollment processes. Utilizing a strengths-based, two-generation Mobility Mentoring framework, this position builds authentic partnerships with families to support child health, education, and family self-reliance.

Additionally, the role maintains full caseload compliance, manages child records, and ensures strict adherence to Washington State Department of Children, Youth, and Families (DCYF) ECEAP Performance Standards.

Essential Functions:

  • Contribute to the development of positive communication, mutual respect, mutual support, competence, and creativity among all members of the ECEAP staff.
  • Collaborate with site staff to provide transition support to families, organize and conduct family orientations to ECEAP, including orienting families on their rights and responsibilities in ECEAP.
  • Work with diverse populations to identify accessibility needs and potential accommodations to access program services.
  • Conduct year-round, community-wide recruitment and family engagement activities targeted at reaching families furthest from opportunity, including homeless, low-income, foster, and diverse populations.
  • Process child applications, collect and verify family income and eligibility documentation, and maintain full compliance with fraud prevention policies and public trust standards.
  • Accurately enter and track child and family interest, application, eligibility, and enrollment data in the ECEAP database.
  • Assist in applying ECEAP selection and prioritization criteria to maintain active site waitlists and ensure vacant slots are filled promptly within designated time frames.
  • Implement the Mobility Mentoring approach using the Bridge to Child and Family Self-Reliance to assess family strengths/needs and co-create Specific, Measurable, Attainable, Relevant, and Time-Limited (SMART) goals.
  • Meet required ELMS checkpoint deadlines for family assessments, progress notes, goal tracking, and referrals.
  • Maintain an assigned direct family support caseload and conduct individualized family visits throughout the school year based on ECEAP deliverables.
  • Coordinate with families to ensure children have completed a well child exam and have medical and dental screenings within 90 calendar days of enrollment.
  • Partner with families, health consultants, and classroom staff to create and maintain signed Individual Care Plans for children with special health needs, severe allergies, or behavioral considerations.
  • Connect families with culturally relevant community resources, assist them in navigating service systems, and conduct systematic follow-ups to measure efficacy.
  • Provide support to families experiencing a crisis and refer them to emergency assistance and crisis intervention providers, as appropriate.
  • Plan and facilitate voluntary family engagement activities, workshops, and leadership development opportunities based on expressed family interests.
  • Encourage family leadership and support family participation in the ECEAP Policy Council.
  • Maintain up-to-date, highly confidential child and family files in accordance with ECEAP data security standards and record retention policies.
