Reconciliation Accountant
Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel, and change in duties as needed. The Reconciliation Accountant performs entry-level accounting work and reconciliations, working with TDEM staff and stakeholders to prepare financial statements, records, documents, and reports. The role may specialize in phases of accounting work such as federal funds accounting, property and equipment control, payroll, and budgeting records.
The position is performed under general supervision with latitude for independent judgment and initiative.

- Maintain various spreadsheets and reconcile TDEM grant/contract accounting records to the agency accounting system and procurement records.
- Communicate regularly with Finance staff to ensure compliance with TDEM, TAMUS, State, and Federal regulations, legislation, guidelines, policies, and procedures.
- Coordinate with Finance staff in classifying, coding, posting, and balancing financial accounting documents/records, including deposits, expense transfers, budget revisions, and journal vouchers.
- Assist in processing federal reimbursements within the Grant Management System.
- Process payroll cost transfers.
- Process reimbursement requests to various entities.
- Coordinate with TAMU staff to set up vendors in FAMIS and USAS.
- Verify balances within Smartlink (Federal Bank Account) to ensure adequate funding is available before initiating fund drawings.
- Travel 10% of the time.
- May be designated to assist other staff.
- Perform related work as assigned.
- Maintain a regular course of attendance during the assigned work schedule and work extended hours when needed.
- Face‑to‑face and person‑to‑person interactions are required.
- Bachelor’s degree in a related field from an accredited college or university, or an equivalent combination of education and experience.
- Two (2) years of experience performing accounting work.
- Additional work experience of the type described above may be substituted for the education requirement on a year‑for‑year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.
- Fiscal/budget oversight ability
- Knowledge of grant reimbursement request process
- Strong organizational skills
- Strong and effective communication skills
- Proficiency in Microsoft Office, including Excel
- Ability to anticipate and identify issues and solve problems
- Ability to communicate with tact and diplomacy
- Ability to work extended or non‑traditional hours such as evenings, weekends, and special events
- Ability to travel throughout the state on overnight trips as required
- Complete and obtain certification in IS‑100, IS‑200, IS‑700, IS‑800 FEMA courses within twelve (12) months of employment and any other training as determined.
