Job DescriptionThe Manager, Compliance and Monitoring supports the oversight and coordination of Texas State Technical College’s post-award grant and contract portfolio across multiple funding streams and campus locations. This position provides advanced expertise in grant compliance, reporting, monitoring, and operational execution while serving as a key liaison between Sponsored Programs leadership, grant staff, principal investigators, grant accounting, and state and federal funding agencies.
The role leads complex post-award compliance activities, supports the implementation of policies, procedures, and standardized workflows, and promotes consistent application of grant management requirements across the institution. Through strong analytical capability, regulatory knowledge, and stakeholder partnership, the Manager helps ensure institutional compliance with state, federal, and private funding requirements while strengthening operational consistency, audit readiness, and grant performance oversight.
Hiring Range is $64,525.03 - $74,203.78 Yearly.
The final salary offer will be determined based on the candidate's qualifications and experience.
Equivalent combination of education, training and relevant professional experience will be considered.

Grant Compliance Leadership & AlignmentProvides leadership and coordination for Sponsored Programs compliance activities to support institution-wide adherence to grant requirements, Office of Management and Budget regulations, state policies, and TSTC procedures. Coordinates compliance efforts across multiple grant awards and campuses, including facilitating meetings and delivering guidance to principal investigators, project managers, and grant staff for new, complex, or high-risk awards.
Guidance & MentoringProvides functional guidance and support to Senior Contract & Grant Leads and other post-award staff by interpreting grant compliance requirements, policies, and procedures and reinforcing consistent post-award practices. Reviews internal grant evaluation reports, identifies compliance gaps, and supports timely corrective action and process improvement efforts.
Post-Award Grant ManagementManages and oversees statewide post-award activities for an assigned portfolio of grants, including contract amendments, reporting, deliverables, compliance monitoring, and closeout. Leads the development, implementation, and maintenance of grant-related policies, procedures, tools, and standardized workflows. Maintains accurate post-award data in Sponsored Programs systems and databases.
Compliance Monitoring & Risk ReviewServes as a subject matter expert for post-award compliance across state, federal, and private grants with multiple funding streams. Reviews complex grant agreements, amendments, reporting requirements, and award conditions to identify compliance risks, escalation points, and mitigation strategies. Supports proactive monitoring and issue resolution to strengthen institutional compliance and reduce operational risk.
Reporting, Audits & Continuous ImprovementLeads preparation and coordination for audits, monitoring visits, and internal reviews, including assembling documentation, responding to inquiries, and managing follow-up actions. Provides regular updates, analysis, and recommendations to Sponsored Programs leadership regarding grant performance, compliance trends, audit readiness, and operational improvements.
