Responsibilities
- Administer the facility, including budgeting, financial management, personnel and program operations, special needs, and compliance.
- Serve as first‑level supervisor for assigned staff: assigning work, conducting performance reviews, approving leave, and making decisions on work and administrative issues presented by subordinate supervisors.
- Ensure implementation of a developmentally appropriate CYS program that promotes social, emotional, physical, and cognitive growth of children and youth.
- Provide program oversight and accountability for employee performance and safety of children in accordance with federal, DoD, service, and local policies and standards.
- Ensure the program complies with legal and regulatory requirements and meets customer needs.
- Prepare and execute Appropriated Fund (APF) and Non‑appropriated Fund (NAF) budgets for the center.
Education: Bachelor’s degree or advanced degree in child development, early childhood education, elementary or secondary education, home economics, special education, or other fields appropriate to the position. For Youth Facilities, education must have been in youth development, youth administration, secondary education, home economics, physical education, elementary education, special education, or directly related behavioral science.
Experience: Minimum of 24 months working in group programs with children/youth; at least 12 months managing an entire cycle of a CYS facility—including budgeting, facility management, supply management, program development, program implementation, curriculum oversight, hiring, training, and supervision of personnel.
Conditions of Employment: Direct Deposit and Social Security Card required; one‑year probationary period may apply; employment verification (E‑Verify) required; regular contact with children under 18; background check, immunization and health checks required; mandatory DoD and service training (orientation, initial, ongoing); current CPR, First Aid, and Food Handlers certifications required; verbal and written communication skills required; tours of duty may include nights, weekends, and holidays;
occasional indoor and outdoor field trips may be required.
Additional Qualifications: Relocation incentive available; highly preferred candidates will have DoD CYS Youth Center experience or experience with DoD Child and Youth Services Youth Sports & Fitness.
