SUMMARY OF FUNCTIONS
The SPED Financial Clerk provides administrative and technical support to ensure efficient and effective operation of the SPED Administrative Office. This position tracks Medicaid-related fiscal activities to ensure timely and compliant spending. Maintains accurate and current fiscal and programmatic records for the SPED Administration Office. Assists in providing financial oversight and guidance for federal, state and local funding to the district and its schools/departments, ensuring compliance with applicable policies, regulations and spending guidelines.
Performs a wide range of tasks related to accounting, payroll, reconciliation and procurement functions.
ESSENTIAL JOB FUNCTIONS
- Monitors accounting functions and activities for Medicaid and IDEA/ECEA funds as assigned
- Liaisons with Transportation Department concerning transportation logs and other data
- Processes payroll submissions and maintains payroll reports
- Maintains accounting records according to District’s retention policies, in addition to Department’s EOY policies
- Ensures accounting documents and reconciliations are prepared accurately by coordinating with the Medicaid Manager and SPED Senior Accountant
- Assists with developing budgets for the Medicaid Program in compliance with grant guidelines, board policies and other school regulations
- Assists Individualized Education Facilitators, Medicaid Manager and Senior Accountant with supply and equipment orders and other procurement functions
- Reconciles purchases with Budget Transaction Report and updates Medicaid spreadsheets weekly
- Monitors Medicaid expenditures, reviewing and coordinating with Director of Individualized Education and Medicaid Manager
- Assists Medicaid Manager with training SPED Paraprofessionals with documentation concerning data entry in the Ez Ed Med system
- Reviews invoices for correct dates/charges, etc. and processes invoices in a timely manner
- Processes mileage reimbursements, extra duty time sheets, check requests, travel requests, etc.
- Assists in the preparation and maintenance of accounting and financial reports in accordance with District and BOE policies
- Enters and maintains financial data into Excel and People Soft system
- Assists in gathering documentation and materials for financial audits and year-end close
- Verifies student information in Ez Ed Med with Power School data
- Provides customer service to parents and staff as necessary
- Works independently at a consistent, high level of performance and as an effective member of a work team

QUALIFICATIONS
- Associate’s degree in business administration, accounting or finance or equivalent work experience (preferred)
- Four years’ financial experience, preferably in governmental or school district environments
- Excellent communication skills both verbal and written
- Strong attention to detail
- Demonstrated proficiency with Excel
- Power School experience (preferred)
- Self-starter who follows through until task or project is completed
