Construction Manager
SABG is hiring a Construction Manager to support Engineering Support Services for the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base (SSFB), Colorado Springs, Colorado. Travel:
Minimal to none. This position is performed on-site at Schriever Space Force Base. This position is contingent upon contract award.
Essential Duties And Responsibilities:
- Provide non-personal construction management support by managing a wide range of complex multi-disciplined construction projects for new construction, renovations, improvements to real property, and modify Statements of Work (SOW) as needed.
- Serve as the technical expert for the full lifecycle of awarded construction projects, from design coordination through construction management, field surveying, and final project closeout.
- Develop complete project requirement packages by identifying functional and technical needs, defining schedule requirements and milestones, and preparing independent Government cost estimates from broad project goals.
- Perform management and surveillance of construction operations on large, complex, multi-discipline projects to verify compliance with approved plans, specifications, and quality requirements, including interpreting design documents in the field and evaluating the contractor's quality control systems.
- Independently review and analyze technical submittals, Requests for Information, material proposals, and shop drawings, recommending approval or disapproval in accordance with contract requirements and applicable standards.
- Investigate the need for complex contract change orders, develop or review associated technical justification, and support negotiation of costs for required modifications within the limits of delegated authority.
- Effectively use engineering and automation software to prepare and manage accurate and concise calculations, specifications, drawings, and estimates, and maintain comprehensive project files including inspection logs, modification and change order documentation, and progress reports.
- Review, approve, or disapprove and return contractor technical submittals, such as shop drawings and material data, weekly.
- Conduct construction progress meetings with contractors and stakeholders weekly during active construction.
- Review and process contractor progress reports and payment requests on a bi-weekly basis.
- Investigate and prepare contract modification proposals as necessary.
- Review final as-built drawing packages at project closeout weekly.
Education And Experience:
- A degree in construction management or construction technology and at least 5 years of extensive construction and/or contract-related experience.
- Knowledge of engineering and construction standards, methods, practices, techniques, and cost estimating as applied to facility, pavement, and utility systems.
- Familiarity with federal, state, and local codes and regulations, standard contracting regulations, practices, procedures, and negotiating techniques.
- Proficiency in automated data processing concepts and systems, including Autodesk AutoCAD, Microsoft Project, and the Automated Civil Engineer System (ACES).
- Understanding of health, safety, and environmental requirements as outlined in applicable codes, standards, and regulations.
- Ability to analyze and interpret engineering drawings, specifications, statements of work, and material submittals to ensure they meet functional, performance, and constructability standards.

- The employee is regularly required to write and type to document inspection findings.
