Northrop Grumman Space Systems is seeking a Staff Electrical Engineer to lead the Radar Integrated Product Team (IPT) of the Deep Space Advanced Radar Capability (DARC) program. The Radar IPT is responsible for leading a multi-disciplined team through the design, development and integration of the four major Radio Frequency (RF) and Analog Subsystems (SS)/ Components of the DARC system which are the Antenna SS, Transmitter SS, Receiver SS, and the Timing & Frequency Distribution (TFD) SS.
The ideal candidate should have a strong foundation in Electrical Engineering, RF engineering, Systems Engineering and experience managing large matrixed technical teams. Experience in technical subcontractor management is also required. This role will be working closely with the chief engineering office, other IPTs, and program management to successfully execute all aspects of the Radar IPT across the DARC program. The core team size for the Radar IPT is approximately ten individuals and may be as high as twenty individuals when considering matrixed support functions and the growth required during site deployment phases or concurrency of DARC Contract Line Items (CLINs).
- Leading a team of multi-disciplined engineers through the major subsystem component design, development, and integration activities across the DARC program.
- Representing the Radar IPT across all levels of management.
- Overseeing the design and development efforts supporting the Preliminary Design Review (PDR) and Critical Design Review (CDR) milestones of the DARC program.
- Overseeing the development and documentation of the hardware architecture.
- Overseeing the development of component specifications and procurement requirements.
- Overseeing and managing the engineering technical baseline.
- Managing a team of SS leads responsible for the technical management of major subcontractors.
- Oversee the development of subcontractor Statement of Works and Procurement Specifications.
- Developing subcontractor Request for Proposals (RFPs) and evaluating subcontractor responses.
- Managing and maintaining key performance parameter (KPP) metrics across the various SS .
- Overseeing engineering test and integration point testing activities within the RF Lab environment.
- Briefing Northrop Grumman and Space Force leadership on all elements of the Radar IPT.
- Active DoD Secret clearance at the time of application
- 12 years with a Bachelors in Science, 10 years with a Masters in Science degree, 8 years with a PhD
- Experience architecting and designing complex RF and Analog hardware systems
- Experience with the technical management of major subcontracts
- Experience working on at least two major design and development programs
- Ability to work within an RF lab environment and familiar with RF test equipment (i.e., spectrum analyzers, network analyzers)
- Experience with Agile principles
- Familiar with Model Based Systems Engineering principles
- Previously held an IPT leadership role
- Previous experience managing technical risk
- Familiar with the use of a Product Lifecycle Management (PLM) system to document and maintain a technical baseline
- Ability to travel up to 10% domestically
- Active DoD Top Secret clearance with the ability for SCI
- DARC architecture familiarity and system knowledge
- Experience with the technical management of subcontracts with a value of at least $20 million
- Ability to work within the Atlassian tool set (JIRA, Confluence)
- Experience with the use of CAMEO as a model-based systems engineering tool
- Previous experience with supporting capture proposals and developing engineering technical basis of estimates (BOEs)
- Previous experience with one of the following:
- Parabolic Antennas
- Traveling Wave Tube Amplifiers
- Arbitrary Waveform Generators (AWG)
- RF over fiber optic media converters
- Cryogenically Cooled Low Noise Amplifiers (LNA )
- High speed Analog to Digital (A/D) and Digital to Analog (D/A) converters
- Familiar with the application of the Earned Value (EV) methodology to manage technical cost and schedule execution
