Compensation Range
Compensation range: $100,000-$130,000. This position is considered exempt under FLSA. This is an estimated pay range. Final pay rate will be determined based on internal salary ranges, job‑related skills, experience, qualifications, and market conditions.

DescriptionThe Project Manager serves as a dedicated Owner’s Representative for Basis Partners, working as an integrated extension of a Utilities group to deliver critical infrastructure projects. This role is responsible for the full lifecycle of construction oversight from project kickoff to final closeout, ensuring that every phase aligns with the client’s standards and expectations.
The ideal candidate possesses deep expertise in Utility Construction along the Front Range and is equally comfortable in a main office setting, a field office, or on an active job site. Traveling will be required for site visitation and progress verification. Whether managing project budgets, resolving complex field issues, or ensuring design compliance, this individual acts as the primary advocate for the utility, driving excellence in execution and financial accountability.

Essential Functions Integrated Project Management & Oversight- Full Lifecycle Leadership:
Run projects from construction kickoff through final closeout, acting as a seamless extension of the Utilities team - Owner’s Representation:
Attend all field progress meetings and represent the Utility’s interests in discussions with contractors, stakeholders, and the Engineer of Record - Financial Stewardship:
Manage and track project budgets through completion; perform detailed reviews of contractor applications for payment and justify necessary adjustments - Schedule & Progress:
Monitor construction velocity, identify potential delays early, and drive the completion of punch list items to ensure timely turnover
- Design & Submittal Review:
Perform detailed reviews of design development, project constructability, and technical submittals to ensure compliance with Front Range utility standards - Problem Resolution:
Directly answer RFIs and resolve onsite technical issues, making professional recommendations based on fundamental engineering and construction principles - Field Inspection:
Perform regular field observations and inspections to ensure work meets quality standards, drawings, and specifications - Documentation:
Maintain rigorous project records, including Field Observation Reports (FORs), red‑line plan updates, and turnover packages
- Regulatory Knowledge:
Navigate work within the Right‑of‑Way (ROW) and ensure compliance with municipal and utility‑specific standards - Safety Advocacy:
Promote a proactive safety culture and ensure contractor compliance with safety standards and site‑specific requirements
- High proficiency in utility standards and specifications specific to Colorado’s Front Range; experience with Colorado Springs Utilities is preferred
- Deep understanding of water/wastewater pipelines, treatment plants, lift stations, and associated dry utilities (gas/electric)
- Mastery of the RFI process, submittal workflows, change order management, and pay application verification
- Knowledge of ROW complexities, including permitting and traffic control
- Budget Management:
Ability to manage project funds accurately through the entire project duration - Multidisciplinary Coordination:
Skill in working between main offices, field offices, and active sites while maintaining high levels of communication - Technical Review:
Competency in reviewing designs for constructability and “safety by design.” - Relationship Building:
Developing trust‑based partnerships with both the Utilities group and external contractors
