AboutThe Role
The Program Manager helps the Defensive Cyber Operations for Space (DCO-S) program office by leveraging extensive technical expertise in cybersecurity and systems engineering, coupled with proven leadership and program management skills. This position assists in the planning, execution, and optimization of cybersecurity initiatives and capabilities. The Program Manager is responsible for coordinating cross-functional teams, managing resources, setting priorities, and ensuring the successful implementation of strategic and operational cybersecurity programs.

- Bachelor's degree in Engineering, Computer Science, Cybersecurity, Systems Engineering or a closely related field
- At least 15+ years of DoD/IC or relevant industry experience in program management supporting complex technical programs, with direct work in cybersecurity and systems engineering
- Proven track record of successfully managing large-scale, cross-functional programs from initiation to completion.
- Experience with SOWs, PWSs, and contract/agile delivery frameworks
- Strong knowledge of program management methodologies, tools, and best practices.
- Excellent communication, leadership, and stakeholder management skills.
- Preferred 10+ years of cyber/IT experience
- 20+ years of DoD/IC or relevant industry experience in program management supporting complex technical programs, with direct work in cybersecurity and systems engineering
- Master's degree in Engineering, Computer Science, Cybersecurity, Systems Engineering or a closely related field or equivalent combination of education and relevant experience
- PMP or equivalent program management certification.
- Experience in SETA roles supporting a government program office
- Demonstrated ability to influence and drive change in a matrixed organizational structure.
- Responsible for Program Oversight, Stakeholder Management, Risk Compliance, Process Improvement, Budget and Resource Management
- Responsible in providing systems engineering and architecture support
- Evaluate technical approach and cyber solutions, architect solutions integration within DCO-S framework
- Supports and manages systems engineering team to support cyber capabilities design, prototyping, and implementation
- Assists customer in defining technical scope and roadmaps
- Monitors and evaluates budget and budget execution, contract execution and funding requirements
- Assists with all functions required by the Commander/Material Leader and staff.
- Participates in daily, weekly, monthly, quarterly meetings and events as required by the Commander/Material Leader and staff.
- Produces all artifacts necessary to advance the program through the Software Acquisition Pathway Phases.
- Liaison to Operations, Tools and Techniques, Architecture, Sustainment, and other Flights as needed
- Lead interface to Mission Delta 6, other Mission Deltas (CYSs), CFC, SSC/SSIO, Test Communities (17 TES & 47/48 TS), AF/ELICSAR/Enlighten Team, and possible other contract initiatives
The Principal Program Manager utilizes strong leadership and organizational skills daily to coordinate multiple teams and ensure alignment with strategic goals. Effective communication skills are essential for articulating complex program details to diverse audiences, including executives and technical staff. Analytical skills are applied to assess program risks, resource allocation, and performance metrics, enabling data-driven decision-making. Proficiency in program management tools and methodologies supports the planning, tracking, and reporting of program progress.
Additionally, negotiation and conflict resolution skills are frequently employed to address challenges and foster collaboration across departments.
