About the Role

The Civil Land Development Manager will lead multidisciplinary project teams, provide technical oversight, manage project resources, and ensure the successful delivery of high-quality civil engineering solutions. This role requires the ability to balance technical design responsibilities with strategic project leadership while maintaining strong communication with clients, municipalities, regulatory agencies, contractors, and internal teams. The successful candidate will have extensive experience in land development engineering, a strong understanding of regulatory requirements, and the ability to manage multiple projects while meeting schedule, budget, and quality objectives.

Responsibilities
  • Lead and manage a portfolio of civil land development projects, including residential communities, commercial developments, mixed-use projects, industrial sites, and institutional facilities.
  • Oversee projects through all phases, including feasibility studies, due diligence, conceptual planning, design development, permitting, construction administration, and project completion.
  • Manage and mentor project engineers, designers, and technical staff while fostering a collaborative and productive team environment.
  • Provide technical leadership and quality assurance for civil engineering plans, reports, calculations, and project documentation.
  • Review and approve engineering designs, including site layouts, grading plans, utility plans, stormwater management systems, roadway improvements, erosion and sediment control plans, and construction documents.
  • Coordinate with clients, architects, planners, surveyors, environmental consultants, contractors, and government agencies to ensure successful project execution.
  • Develop and maintain project schedules, budgets, scopes of work, and staffing plans to achieve project goals and client expectations.
  • Monitor project progress, identify potential challenges, and implement solutions to maintain project momentum.
  • Manage permitting and entitlement processes by coordinating with local municipalities and regulatory agencies.
  • Ensure projects comply with applicable zoning requirements, engineering standards, environmental regulations, and jurisdictional design criteria.
  • Participate in client meetings, presentations, project negotiations, and business development activities.
  • Assist with proposal preparation, fee development, project pursuits, and maintaining long-term client relationships.
  • Provide mentorship and technical guidance to developing engineering staff.
  • Promote continuous improvement of project delivery methods, design standards, and internal processes.
Qualifications
  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related discipline.
  • Professional Engineer (PE) license strongly preferred.
  • Minimum of 8+ years of progressive experience in civil engineering, with significant experience in land development design and project management.
  • Demonstrated experience managing complex land development projects from concept through construction completion.
  • Strong knowledge of site development principles, including grading, drainage, stormwater management, utilities, roadway design, and permitting.
  • Proficiency with AutoCAD Civil 3D and other civil engineering design and project management tools.
  • Experience interpreting and applying municipal, county, state, and federal regulations related to land development.
  • Proven ability to manage multiple projects, deadlines, budgets, and competing priorities.
  • Strong leadership skills with experience managing and mentoring technical teams.
  • Excellent communication skills with the ability to effectively interact with clients, project stakeholders, and internal teams.
Preferred Skills
  • Experience working with private developers, municipalities, contractors, and public agencies.
  • Experience with entitlement processes, zoning approvals, and development permitting.
  • Strong understanding of construction practices and site implementation.
  • Established relationships within the land development industry.
  • Ability to identify opportunities for process improvements and operational efficiencies.

The Civil Land Development Manager is expected to serve as both a technical resource and a project leader. This individual will help drive project success by providing clear direction, encouraging innovation, supporting staff development, and maintaining a high standard of engineering excellence.
