A Combatant Command (CCMD) Operations Security (OPSEC) Planner supports CCMD operations by developing, implementing, and managing comprehensive OPSEC programs to safeguard critical information and operations from adversaries.
Key Responsibilities- Support development of MILDEC plans that integrate with the Information Forces and J39 Staff.
- Analyze enemy decision processes (e.g. OODA loop) and intelligence collection systems to identify exploitable vulnerabilities.
- Craft believable, sensor verifiable deception narratives supported by operations and activities.
- Support the development of input for MARFOR and other MAGTF planning efforts during the review and approval process.
- Plan and conduct Department of War Deception Activities (DDA) including Operational Deception (OP-D), Deception in Support of Operations Security (DISO), and Tactical Deception (TAC-D).
- Synchronize MILDEC efforts with Information Forces including OIE planners, PSYOP/MISO teams, OPSEC planners, Non-Kinetic Effects (NKE), and Cyber capabilities.
- Coordinate with military and interagency partners to insure MILDEC plans are coordinated and do not conflict with operations.
- Evaluate the success of MILDEC operations by monitoring adversary behavior, analyzing intelligence, and reviewing Measures of Performance (MOP) and Measures of Effectiveness (MOE).
- Provide expert advice and support on MILDEC planning to Information Forces, N&NC Directorates, and Components, Regions, and Separates (C/R/S).
- Bachelor’s degree or equivalent operational experience.
- 5+ years of MILDEC strategic and operational planning experience.
- One or more of the following Courses:
Joint Military Deception Training Course (JMTC);
Service Level MILDEC Course; MILDEC Theater Operations Course (MDTOC). - Expertise in the Joint Operations Planning Process (JOPP).
- Experience drafting MILDEC plans, orders, and strategy assessments.
- Demonstrated ability to perform at a strategic/joint level with minimal guidance.
- Active TS/SCI security clearance.
- Master's degree in national security, operations planning, or related field.
- Graduate of formal MILDEC, certification course (JMTC, MDTOC) and Joint OPSEC Training courses.
- Experience conducting Operational Deception (OP-D) including OP-D, DISOs, and TAC-Ds at Combatant Commands or J39 organizations.
- Experience developing and integrating MILDEC deception objectives, narratives, and supporting CONOPS that align with Commander’s internet and OIE campaigns.
- Experience integrating Informational Capabilities into operational design under Joint Planning Publication 5-0.
- Familiarity with Special Technical Operations (STO), Special Access Programs (SAP), and MILDEC integration.
- Familiarity with HUMINT or Counterintelligence integration.
- MILDEC Planners will work with military and government civilians in N&NC/J394 Protection Branch Team in a secure area.
- Job includes ability to travel to conduct MILDEC planning and assessments.
