Water Rights and Resources Program Administrator

, you will help our Water Resource Management team maintain our standard of excellence as a driving force in water‑related matters across Colorado and the United States. The work that you do will have an immediate, lasting impact on our community's long‑term water security and water stewardship, guiding us toward positive outcomes with comprehensive water rights assistance, document management expertise, team administration, and organizational management.

What

Else Will You be Doing?
  • Providing high‑quality support to Water Resources Management in administrative, regulatory, and legal matters, and assisting the team with compliance reporting, technical documentation, and other departmental needs
  • Serving as a liaison on water rights case management, communications, decrees, exhibits, contracts, and water resource agreements in cooperation with outside attorney offices, city attorney offices, and water resources staff
  • Researching and preparing relevant resources and data for water resource team technical efforts including strategic planning and executive functions
  • Reviewing and preparing legal and regulatory documents for policy development and legal assistance
  • Investigating records to prepare materials for water rights matters
  • Organizing and maintaining accurate, up‑to‑date physical and digital file databases for current and past water rights cases, agreements, contracts, permits, and associated documents needed for long‑term record keeping
  • Researching and investigating water right decrees, agreements, and other documentation as needed for projects, water rights cases, and related water resource work
  • Drafting and retaining correspondence, including case‑specific reports, appendices and exhibits, and tracking documents to comply with legal policies and project controls
  • Assisting the Water Resource Manager and staff with a range of assignments, including water rights compliance matters, drafting of contracts, conducting documentation reviews, and preparing Utilities Board/City Council materials
Who You Are
  • Demonstrated experience related to water or corporate law
  • Knowledge of current legislation and regulatory guidelines
  • Ability to effectively document management and administrative processes with an emphasis on organization and attention to detail
  • Knowledge of legal processes, regulations around municipal or utility governance boards, technical writing fundamentals, and codification for City policies and ordinances is valued
  • Possession of NALA, AACP, and/or ABA certifications is valued
  • Possession of a valid, unrestricted driver's license is required - this job requires operating Colorado Springs Utilities' vehicles
Physical Requirements and Working Conditions

Exerts up to 10 lbs. of force occasionally and/or small amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Positions in this class typically require talking, hearing, seeing and repetitive motions within an office working environment.
