Technical Recruiter

• Serve as the recruiting lead for assigned programs.
• Consult with hiring managers to define role KPIs, must-haves, and candidate profiles.
• Draft role-specific job descriptions and postings for cleared technical talent.
• Develop and execute proactive sourcing strategies using Linked In, HireEZ, ATS, referrals, niche forums, and events.
• Identify and engage passive candidates.
• Map candidate experience to contract labor categories and assess qualifications against PWS/SOW requirements.
• Partner with the proposal team to create staffing plans and rapidly staff key positions.
• Screen, assess, and present qualified candidates using scorecards.
• Conduct interviews, reference checks, and offer negotiations through close.
• Track and report recruiting metrics and improve sourcing funnels.
• Support contract transitions, onboarding site visits, career fairs, and client-location travel.

• Must be a US citizen.
• High School Diploma required.
• 7+ years of direct experience recruiting technical talent for DoW contracts through full-lifecycle recruiting.
• Proven ability to recruit cleared candidates at Secret level and above.
• Demonstrated experience using AI recruiting tools for candidate search, resume parsing, and LLM-assisted outreach.
• Experience identifying, engaging, and screening candidates.
• Proficiency with applicant tracking systems (ATS) and recruiting CRMs, including pipelines, automation flows, and candidate nurture sequences.
• Experience advising hiring managers, aligning competencies, and delivering candidate scorecards.
• Demonstrated use of recruiting metrics such as time-to-fill, pipeline velocity, and submittal-to-interview ratios.
• Preferred:
  Secret-level clearance.
• Preferred:
  Certified Internet Recruiter (CIR) or similar sourcing certification.
• Preferred:
  Bachelor's degree.
• Preferred: experience assessing candidates against PWS/SOW requirements and mapping to LCATs.
• Preferred: experience supporting proposals and staffing for GSA/SIN or other contract vehicles.
• Preferred: success closing senior-level technical resources for government programs.
• Ability to work hybrid with 3 days onsite in Dayton, OH or Colorado Springs, CO.
• Willingness to travel 10%.

Demonstrates extensive experience in full-lifecycle recruiting for technical talent, particularly for DoW contracts, with a strong focus on utilizing AI recruiting tools and applicant tracking systems. Proven ability to engage and assess candidates against specific contract requirements while effectively collaborating with hiring managers and proposal teams.
