Hiring Range

$105,000 - $122,000 annually

Work Schedule

This position has an anticipated work schedule of Monday – Friday, 8:00 AM - 5:00 PM with evenings, weekends, and on-call responsibilities as needed. Schedule is subject to change.

Supervisory Responsibilities

Supervises and directs Geographic Information System (GIS) staff and oversees the operations, strategic planning, and delivery of GIS services across the organization. Responsible for administering and supporting the County’s enterprise GIS environment, with an emphasis on coordinating GIS-related projects, defining product direction, and ensuring that GIS capabilities align with organizational strategy. This role is responsible for project oversight, product management, governance, cross-departmental collaboration, GIS enterprise platform, GIS service delivery, and team work management.

The GIS Manager leads the development and implementation of GIS initiatives, manages enterprise-level configuration and licensing, and ensures that GIS technologies are deployed effectively to support County operations and long-term strategic objectives. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in‑person presence as an essential job function.

  • Supervises, directs, and mentors the GIS team; provides leadership, guidance, training, and professional development opportunities. Conducts performance evaluations and participates in hiring and disciplinary processes.
  • Oversees and prioritizes GIS projects using standard project management methodologies; defines project scope, timelines, resource requirements, and success criteria for most GIS‑related initiatives across departments.
  • Serves as the product manager for the County’s enterprise GIS environment – increasing adoption, shaping the GIS roadmap, managing the GIS lifecycle, evaluating new GIS technology, and ensuring solutions meet organizational needs and user expectations.
  • Coordinates with technical leads to guide system architecture, integrations, and enhancements within ArcGIS Enterprise and ArcGIS Online.
  • Provides strategic oversight of the ArcGIS Server sites, services, and related infrastructure, delegating routine configuration and support tasks to appropriate technical staff.
  • Develops and maintains GIS governance standards, operational procedures, and documentation related to configuration management, system maintenance, data governance, data workflows, and service delivery.
  • Responsible for the GIS platform license, vendor contracts, vendor management, and cost management.
  • Oversees the creation and maintenance of spatial data schemas, metadata catalogs, and related data management practices.
  • Guides the development and release of web mapping applications, tools, and workflows; collaborates with stakeholders to translate business needs into system features and enhancements.
  • Provides guidance regarding troubleshooting issues with end users, technical staff, and/or vendors to arrive at prompt solutions.
  • Facilitates communication between departments, project sponsors, end users, and technical teams to ensure alignment and seamless delivery of GIS projects and services.
