Position Summary

Colorado Network Staffing (CNS) is seeking an experienced IT/OT Project Manager – Asset & Spatial Management to support Colorado Springs Utilities with the planning, coordination, and execution of complex technology, geospatial, utility network, and infrastructure-related initiatives.

The Project Manager will provide leadership across multiple long-term programs involving Utility Network implementation, cadastral data migration, geospatial digital as-builting, procurement activities, and intergovernmental agreements (IGAs). This position will be responsible for coordinating internal stakeholders, external suppliers, project schedules, budgets, deliverables, risks, and dependencies to support successful project execution.

The position will also support the transition of existing Asset & Spatial Management (ASM) IT/OT project management responsibilities while establishing continuity across active and upcoming initiatives. A strong foundation in project management methodologies and a current Project Management Professional (PMP) certification are required.

Essential Functions Project Management & Leadership
  • Manage assigned IT/OT, Asset & Spatial Management, geospatial, and utility-related projects from planning through implementation and closeout.
  • Develop and maintain project plans, schedules, milestones, budgets, deliverables, and resource requirements.
  • Coordinate activities across internal departments, technical teams, business stakeholders, suppliers, and other project partners.
  • Facilitate project meetings and communicate project status, decisions, risks, issues, and action items to appropriate stakeholders.
  • Identify project risks, dependencies, constraints, and potential impacts and develop appropriate mitigation strategies.
  • Monitor project performance against established scope, schedule, budget, and quality expectations.
  • Manage multiple concurrent projects and priorities while maintaining alignment with organizational objectives.
  • Provide clear and consistent project documentation and executive-level status reporting as required.
Utility Network Implementation
  • Provide project management support for the Utility Network Implementation Program, currently anticipated to run from 2026 through 2031.
  • Support management of an approximately $10 million capital budget involving multiple suppliers.
  • Coordinate project schedules, deliverables, dependencies, resources, and supplier activities.
  • Work with technical and business stakeholders to establish project requirements, implementation priorities, and milestones.
  • Track project expenditures and support capital budget planning and reporting.
  • Coordinate interdependent activities associated with utility network implementation and related geospatial initiatives.
  • Identify and communicate implementation risks, schedule impacts, and resource constraints.
Geospatial & Cadastral Data Initiatives
  • Manage the Cadastral Fabric Migration in coordination with the Utility Network Migration.
  • Coordinate project activities between geospatial, technical, operational, and business teams.
  • Support planning and execution of the Geospatial Digital As-Builting Program, anticipated for 2027 through 2031.
