The Office of Finance and Administration provides agency-wide, comprehensive, professional fiscal and administrative management and oversight for the Colorado Department of Corrections (CDOC).
The Assistant Director of Finance and Administration provides management of multiple work units, strategic direction, and ensures program objectives are achieved. This position exercises leadership, coordination, and staff supervision in coordination of budget, finance and administrative functions for the CDOC which includes statute mandates, financial management and planning.
Responsibilities- Provide senior management which includes planning, directing and administering the operations of Finance and Administration work units in all CDOC correctional facilities throughout the state through subordinate managers;
- Execute major programs by developing and implementing policies, procedures, protocols, and program objectives; ensures consistency of practice operationally across all correctional facilities and divisions;
- Responsible for oversight of the Finance and Administration work units and functions as may be determined by the Director of Finance and Administration;
- Establish strategic work standards: develop position descriptions, performance plans and evaluations for subordinate managers according to state and agency guidelines;
- Resolve employee complaints and respond to personnel matters, in collaboration with the Office of Human Resources;
- Responsible for the administration of the relevant finance and administration budgets through subordinate managers;
- Allocate fiscal resources among constituent programs;
- Assist in planning the annual budget and assess monthly reports on spending within the work unit through the managers;
- Supervise the preparation of fiscal budgets for operations;
- Provide oversight in budget allocations and expenditures which includes determining, approving, and monitoring those allocations/expenditures;
- Review projections and analyze operating, staffing and program needs; recommend changes in resources as it relates to annual allocations;
- Provide oversight in monitoring expenditures with the various divisions; ensure spending is fiscally responsible;
- Develop, employ and monitor processes to achieve the mission, vision and direction of the department concerning budget, expenditures, and stakeholders;
- Design, develop and apply principles of strategic planning to ensure compliance with operational standards while achieving program goals relative to budget, human resources and application of other taxpayers’ assets;
- Provide agency direction and management to each of these areas to ensure compliance with relevant federal and state laws and regulations and Departmental policies, including fiscal rules, Generally Accepted Accounting Principles, internal controls, and federal grant requirements;
