Position: PROGRAM ANALYST with Security Clearance
Duties
* As senior program analyst, applies space experience to analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).
* As technical expert, documents planning and programming decisions/recommendations in appropriate formats to meet USSPACECOM requirements.
* Leads strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
* Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Approximately 15 days per year. Qualifications Conditions of Employment (cont.):
* Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
* This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. Drug Testing Designated Position Coding: O - Category II/Type 5 - Sensitive Info. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-12/GS-13 or equivalent in the Federal Service. Specialized experience must include expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Combined Joint All Domain Command and Control (CJADC2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), Missile Warning/Missile Tracking (MW/MT), Satellite Communications (SATCOM), Positioning, Navigation, and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR), Planning, Programming, Budgeting, and Execution (PPBE), acquisition, special operations, or similar operations;
