Leads contractor quality control for Missile Defense Agency (MDA) Property Management and Supply Chain Operations (PMSCO) warehouse and receiving-area requirements. Develops, implements, maintains, and improves the Quality Control Plan (QCP) and Quality Program Plan.
Provides independent internal oversight of warehouse, receiving, shipping, storage, Packaging, Handling, Storage, and Transportation (PHS&T), Government property accountability, inventory, safety, documentation, and storage-capacity activities. Evaluates compliance with Performance Work Statement (PWS) requirements, identifies performance risks and deficiencies, drives corrective action, and verifies corrective-action effectiveness. This position does not provide operational supervision of warehouse personnel.

Responsibilities Include:
- Develop, implement, maintain, and continuously improve the PMSCO QCP and Quality Program Plan.
- Establish and manage a quality-control inspection system for warehouse and receiving operations, including data quality, documentation accuracy, packing, shipping, receiving timeliness, and storage-capacity management.
- Develop inspection schedules, checklists, sampling methods, observation protocols, acceptance criteria, and quality records.
- Conduct periodic and targeted quality inspections based on workload, mission risk, performance trends, Government direction, audits, and operational changes.
- Independently inspect warehouse and receiving operations at core locations, including the National Capital Region, Colorado Springs, Huntsville, and Dahlgren.
- Verify that warehouse and receiving activities are safe, secure, clean, organized, environmentally compliant, and mission ready.
- Assess receiving processes, including delivery validation, property inspection, discrepancy documentation, overage/shortage management, and establishment of records in the Inventory Management System (IMS).
- Review receiving documentation and transactions for accuracy, completeness, timeliness, traceability, tagging, storage, and accountable-property compliance.
- Evaluate warehouse storage, location control, material handling, facility monitoring, packing, loading, unloading, shipping, and property movement.
- Verify proper use and serviceability of material-handling equipment, including racks, pallets, forklifts, hand trucks, scales, tie-downs, banding equipment, and wrapping equipment.
- Assess storage-capacity management and ensure customer requirements—such as size, weight, cube, quantity, special handling, environmental controls, security, maintenance, and support equipment—are documented and considered.
- Inspect packing, shipping, and transportation-support processes for procedural compliance, safety, schedule performance, economical transportation selection, and required approvals for expedited shipping.
