Job Definition
Under general supervision, the Deputy City Clerk performs complex clerical and administrative functions for the City of Leadville. The Deputy City Clerk is the city’s custodian of records and is responsible for responding to Colorado Open Records Act requests, furnishing copies of any record, ordinance or other proceeding on file in their office, receiving fees, and depositing them in the city treasury.
The Deputy City Clerk maintains the laws, ordinances and resolutions of the city; maintains a correct journal of council proceedings; custodian of the city seal and affixes it to required instruments; oversees the city’s election processes and website; and issues and manages business licenses, short‑term rental licenses, vendor permits, liquor licenses, and marijuana licenses.
- Maintain official records (ordinances, resolutions, minutes, public notices, correspondence, contracts, agreements, liquor and marijuana licenses, licensing authority, legal documents).
- Document, catalog, and maintain indexes and guides for records.
- Respond to Colorado Open Records Act requests.
- Distribute and post revisions to the Municipal Code.
- Support the City Council, Liquor and Marijuana Licensing Authority, and Board of Adjustment by preparing materials, attending meetings, and transcribing and preparing minutes.
- Process licenses, including business, liquor, marijuana, and short‑term rental licenses.
- Coordinate with the County for municipal elections, answer election questions, and provide assistance.
- Perform clerical functions such as typing forms, writing documents, drafting correspondence, status updates, research, summarizing reports, data entry, faxing, copying, and maintaining meeting schedules for elected and appointed officials.
- Assist the public, council members, and city staff with inquiries related to public records and general city information via phone, in person, or in writing.
- Make public presentations as needed and attend departmental and other public meetings.
- Assume the duties of the City Clerk in the City Clerk’s absence.
- Grant writing.
- Website updating and management.
- Other administrative support for the city’s Administration Department as required and assigned.
Knowledge
- Modern office practices, procedures and equipment.
- State and local liquor licensing laws and regulations.
- Federal legislation as needed, Colorado Revised Statutes pertaining to election law and records retention, C.O.R.A. and Open Meetings Act.
- Applicable city, county, state and federal statutes, regulations, ordinances and codes.

- Creative problem‑solving for vaguely defined issues.
- Ability to work on several projects or issues simultaneously, independently or as part of a team.
- Availability to attend government meetings that may take place after normal business hours.
The position is primarily administrative in nature, working indoors. Tasks include reading and reviewing reports, typing, filing, writing reports and correspondence. Responsibilities may require sitting, walking, bending, kneeling, standing, hearing, speaking and lifting boxes up to 20 pounds occasionally.
