Property Transfer Specialist

The City and County of Broomfield Assessor's Office is seeking to hire a full-time, non-exempt Property Transfer Specialist. This position is typically scheduled Monday
- Friday from 8:00 am - 5:00 pm.

The Property Transfer Specialist performs technical and administrative work in the Assessor's Department. The primary responsibilities include performing a variety of administrative tasks of moderate to complex difficulty related to the property taxation and assessment function and providing information and assistance to City and County staff and the public.

The total compensation package:

Salary Range: $23.45 - $31.73/hour

Essential Required Tasks/Examples of Duties
  • Administers property ownership transfers, including reviewing and verifying the accuracy of a variety of complex legal documents (including all types of recorded deeds and associated documents, records on property ownership changes and specialty transfers, etc).
  • Determines appropriate actions to be initiated based upon applicable laws and regulations including when to forward requests to the county attorney's office, GIS, or the Assessor.
  • Gathers and analyzes pertinent descriptive data relating to real and personal property and answers questions regarding personal property timelines or general information.
  • Responsible for processing all conveyance documents, straight deed transfers, splits and combinations, address changes, and account value pr orations depending on tax status on all account types. Maintains mailing address records based on address changes and corrections.
  • Notifies the Assessment Supervisor of court orders affecting taxing district boundaries and assists them in the preparation of ownership lists and top taxpayer lists for special district elections.
  • Processes new parcel data received from GIS; reviews information for accuracy using recorded plat and assessor data; confirms ownership, property classification, tax status, acreage, and value. Responsible for ensuring value is balanced for taxes, information is correctly transferred, and advance parcels are sent to the next workflow level.
  • Manages recorded Declarations and Maps for new condominium developments including documenting Declarations and communicating with GIS.
  • Administers the Senior/Disabled Veterans Property Tax Exemption Program, including review and approval or denial of applications, communication with applicants, and entry of applications into the Assessor database. Create database reports to review exemptions, run the Exemption Extracts, and upload them to the Property Tax Administrator portal as directed by statutory deadlines.
  • Responsible for property tax protest period intakes; reviews property appeals for completeness and timely filing; prepares written communication; inputs information into Assessor database; adds the document to document management system and assigns the file to the appropriate Appraiser; trains Community Assistance Center staff on assisting in the property appeal process. Assists or prepares information or special reports in response to citizen, departmental, or other requests.
