Contingent Resource For Custom Networks

This Statement of Work establishes the scope, deliverables, service levels, and operating assumptions for a US-based contingent resource supporting Custom Networks within the telecommunications industry. The assignment is execution-focused with primary emphasis on contract modifications and administration, while also supporting adjacent phases including bid review support, onboarding, escalations, and renewal support. The objective is to improve cycle time, increase administrative accuracy, reduce backlog, and drive cost recovery through disciplined change order and contract administration support.

Key responsibilities include:

  • Develop and review contract-related scope, pricing, and supporting requirements for engineering and construction agreements; validate project bid and RFP inputs for contractual accuracy before processing.
  • Manage intake, triage, and workflow for contract modification requests, ensuring requests are validated, routed, and progressed from initiation through execution.
  • Oversee the full change order lifecycle, including creation, tracking, follow-up, and closure in relevant systems.
  • Prepare contract amendments covering scope, pricing, and terms using approved templates and coordinate reviews where required.
  • Administer assembly unit governance by adding units to existing contracts, supporting new unit creation, and coordinating setup activities.
  • Maintain contract document repository and version control, while tracking contractual obligations, notice periods, and compliance records.
  • Analyze unit usage, cycle times, and pricing trends to identify billing discrepancies and cost recovery opportunities.
  • Provide cross-functional analysis, direction, and guidance on contract administration matters.
  • Support vendor onboarding and kickoff activities, including system setup needs and documentation coordination.
  • Provide support during escalations, including payment disputes and contract-based interpretation issues.
  • Contribute to renewal support, retainage release, and contract closeout activities, while developing training materials and process improvements.

Deliverables include:

  • Change order processing:
    Create, update, track, and close assigned change orders. Daily
  • Amendment creation:
    Prepare amendment drafts using approved templates. Daily / as needed
  • Unit setup and management:
    Process assembly unit additions and coordinate setup support. Daily
  • Contract data management:
    Maintain current contract documents and obligation trackers. Ongoing
  • Contract health reporting:
    Provide reporting on backlog, cycle time, and recovery actions. Weekly
  • Cost recovery support:
    Research missed billables and support recovery documentation. Weekly

Service levels / SLAs include:

  • Add assembly units to existing contracts: 1 business day
  • Subcontractor addition and approval: 1 business day once claims are cleared
  • Retainage release processing: 1 business day after required conditions are met
  • Initial triage of new change order requests:
    Within 1 business day of receipt
  • Draft amendment package turnaround for standard changes:
    Within 3 business days from complete request package
  • Weekly backlog review and aged item escalation:
    Once per week minimum

Assumptions and dependencies include:

  • Required system access, templates, approval paths, and stakeholder points of contact are provided.
  • Complete intake information is provided for requests requiring action.
  • Timely decisions from relevant departments when commercial approvals or clause reviews are required.
  • The contractor will not execute unauthorized commitments or approve deviations outside documented authority.

Required qualifications include:

  • Bachelor's degree or equivalent experience.
  • 3–5 years of professional experience.
  • Working knowledge and experience with engineering support systems and contract administration processes.
  • Knowledge of basic contract law and contract negotiation principles.
  • Strong communication, documentation, stakeholder management, conflict resolution, and organizational skills.

Preferred qualifications include:

  • General understanding of utility accounting practices and financial controls relevant to contract administration and cost recovery.
  • Experience supporting network construction, line extension, engineering, or similar telecom construction categories.
