This Water Operations Tech position is responsible for ensuring regulatory compliance across the Town’s drinking water, wastewater, and reclaimed water systems. This position oversees programs such as Lead and Copper Rule (LCR) compliance, Fats, Oils, and Grease (FOG) inspections, Backflow Prevention and Cross-Connection Control (BPCCC), Distribution Sampling and will help implement Regulation 84 (Reclaimed Water) and Industrial Pretreatment (IPP) programs as the utility expands.

Essential Duties and Responsibilities:

  • Administer and oversee the Town’s Lead and Copper Rule sampling plan, compliance data management, and customer notification process.
  • Manage the Town’s Cross-Connection Control and Backflow Prevention Program, ensuring all assemblies are tested, tracked, and reported per CDPHE requirements and conduct yearly site visits.
  • Coordinate and conduct FOG inspections for commercial and industrial users; maintain records of inspections, compliance notices, and enforcement actions.
  • Assist in developing and implementing the Town’s Regulation 84 Reclaimed Water Program and future Industrial Pretreatment Program (IPP).
  • Collect, manage, and analyze water quality and compliance data; prepare periodic reports and dashboards for management and CDPHE.
  • Conduct water sampling and field investigations related to customer complaints, water quality issues, or regulatory requirements.
  • Collaborate with the Operations Team to address system concerns, water pressure issues, and flushing programs.
  • Provide technical and regulatory support to engineering and operations staff for ongoing utility projects and permitting.
  • Maintain the Town’s compliance tracking systems and databases
  • Assist in updating Town ordinances, policies, and procedures related to compliance, water quality, and cross-connection control.
  • Participate in on-call rotations for water or wastewater emergencies
  • Prepare technical memoranda, compliance reports, and public education materials.
  • Assist with maintenance of the water distribution and wastewater collection systems.
  • Perform other duties as assigned to support departmental goals and initiatives.

Minimum Qualifications

Education and Experience:

  • Two (2) years of experience in water distribution, wastewater collection, or utility compliance; or
  • Associate degree or technical certificate in water quality, environmental science, or related field; or
  • Equivalent combination of education and experience.

Licenses and

Certifications:

  • Colorado Class 2 (or higher) Water Distribution and Wastewater Collection Certification, or ability to obtain within 12 months.
  • Backflow Prevention Assembly Tester certification preferred or ability to obtain within 12 months.

Knowledge, Skills, and Abilities:

  • Working knowledge of CDPHE drinking water and wastewater regulations, including Regulation 11, 84, 85, and 100
  • Understanding of backflow prevention, cross-connection control, pretreatment, and water quality monitoring principles.
  • Ability to collect, analyze, and interpret environmental and operational data.
  • Strong written and verbal communication skills for technical reporting and public interaction.
  • Proficiency with Microsoft Office Suite, GIS, and database software for compliance tracking.
  • Ability to work independently and collaboratively in a team environment.
  • Commitment to safety, quality, and continuous improvement in all utility operations.

Work Environment and Physical Demands:

  • Work is performed in both office and field environments with exposure to varying weather conditions, confined spaces, and utility infrastructure.
  • May require occasional lifting up to 50 pounds and use of personal protective equipment (PPE).
  • Respond to On-Call emergencies for Water Distribution and Wastewater Collections infrastructure, along with customer complaints.
  • Must be able to access underground vaults, manholes and structures.

Future Responsibilities:

As the Water Utilities Department expands, this position may assume leadership of:

  • Regulation 84 Reclaimed Water Program compliance, site inspections, and end-user education.
  • Industrial Pretreatment Program (IPP) development and enforcement.
  • Nutrient and selenium compliance monitoring (Reg. 85 and Reg. 31).
  • Coordination of annual compliance audits and internal training for operators.
