Capital Improvement Civil Engineer

Town of Erie is excited to announce a vacancy on our Engineering team following an internal promotion. This opening gives us the opportunity to welcome either a Capital Improvement Civil Engineer I or Civil Engineer II, depending on experience and career stage. It's a great role for an early-career engineer looking to grow their skills without needing a PE license, as well as for a more seasoned engineer who already holds a PE and is ready to take on broader responsibilities.

In this role, you'll follow established guidelines while building the knowledge and confidence to take on responsibilities independently. You'll perform professional-level engineering tasks such as reviewing construction plans, engineering reports, and verifying that projects meet the Town's engineering standards.

You will also help plan and manage capital improvement projects (CIPs), contribute to the annual budget process through cost estimating, and support long-range planning for the five-year capital improvement plan. Additional duties include coordinating engineering projects with outside agencies and internal groups, managing consultant contracts, developing RFPs and scopes of work for upcoming CIPs, supporting grant efforts, and preparing requests for federal and state funding.

You may also be asked to review developer plans, reports, and agreements.

As you grow in the role, you'll be expected to use independent judgment appropriate to your experience and engineering expertise. Other related tasks may be assigned as needed. All staff are expected to adhere to the Town's mission, vision and values of TRUE.

Future projects include but are not limited to:

  • Transportation improvements: roads, intersections, bridges, multimodal connections, sidewalks and trails.
  • Stormwater improvements: large culvert crossings, roadway drainage, detention pond improvements, and restoration projects along Coal Creek.
  • Utility projects: fiber, gas, power, water and wastewater systems.
  • Town infrastructure work across parks, facilities, and asset maintenance.
  • Capital improvements provided by various developers across the Town
  • Engineering division initiatives to enhance project management, mapping, and organization.

Anticipated work schedule:
The first few months of this role will be 100% on-site however after three months this position is eligible to work remotely two days a week and required to work in-office three days a week.

Civil Engineer I - $83,834/year - $100,601/year - $117,368/year

Civil Engineer II - $90,122/year - $108,146/year - $126,170/year

Salary will depend on the selected candidate's qualifications. The budgeted hiring range is between minimum and midpoint for each level. The full salary range is displayed to show the potential for growth for our future hire.

Duties and Responsibilities:

Primary

  • Manages the schedule, budget, design, and construction of multiple Capital Improvement Projects (CIPs) at various stages within the project lifecycle; prepares contract documents and cost estimates for CIPs and development reimbursements.
  • Reviews engineering calculations and design. Provides technical and professional engineering support services relative to assigned area of responsibility; helps construction inspectors in the interpretation of plans and resolution of problems during construction as required including site visits.
  • Manages a project team of consultants, contractors, and stakeholders to keep CIPs on schedule, ensuring clear communication, effective meetings, defined expectations, and timely decisions that move the project forward using employee's engineering judgement; coordinates closely with the supervisor and Town Engineer on critical project decisions and communicates updates back to the project team.
  • Supports the Town's annual CIP budget process by preparing cost estimates, contributing to long-range planning for the Town's multi-year capital improvement plan and helping define objectives that guide the Town's long-term infrastructure goals.
  • Prepares and reviews traffic studies, traffic control/access plans, drainage submittals and engineering reports for developments including water, sewer, storm water drainage, and roadways. Reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town requirements.
